We had a Dermatology group at my medical school who used the same approach. One would come in with some Iodine painted on his foot and one of the others would say "Why that's allergic contact dermatitis. Here's a prescription". And the other one would say: "That's not why I came to consult you. I'm concerned about a mole on my back" . And he would turn around and there was a stuffed mole hanging off his back. Sir WilliamOsler, Father of Bedside teaching at the Johns Hopkins: "Let the patient talk long enough and they'll tell you what's wrong with them. Even if they don't know themselves/"

Good point. That was in 1975 and I've never forgoten it. And that was about 1975-6.

I agree. I think that this tendency comes from having our agendas driven by regulations rather than the internal vision of the goals of the organization. I understand why OSHA, EPA, DOT, etc. have to operate at the statistical level, since their regulations need to apply in many different situations. But an effective EHS program needs to operate within an organization for which regulatory compliance is not the reason to get up in the morning. Success stories of how EHS programs support the overall mission of the organization needs to be part of the marketing effort...
