I work in both chemical plant safety and lab safety.

It would be easy to attach procedures and requirements for lab safety that are similar to process safety. I would not recommend this. Lab safety is a different animal. For lab safety the consequences of an accident are a lot smaller. This reduces the risk. Thus, you need procedures in place that are proportional to the risk.

If you develop arduous procedures for lab safety similar to process safety, I can assure you that the lab folks will not follow them, particularly if they perceive that they are way beyond the risk.

Some procedures can be standardized - such as storage of chemicals, disposal of wastes, etc.

I suggest using a JSA - Job Safety Assessment procedure - that identifies the hazards and to a certain extent the risk and applies appropriate designs and procedures that are commensurate with the risks.

MOC is management of change. So, any changes/modifications out in R&D require a whole host of paperwork.

I can't really help with the gist of your quesiton, but a quick clarifying question:
What does MOC stand for in this context?

Thanks for any information on this.
