AMESBURY SCHOOL EVACUATED AFTER CHEMICAL LEAK

AMESBURY ‰?? Cashman Elementary students and staff were evacuated Tuesday afternoon after a chemical leak spread a hazy mist throughout the school.
There were no injuries, according to Fire Chief Kenneth Berkenbush.
A heating, ventilation and air conditioning unit malfunctioned, causing a cooling agent to leak about 1:18 p.m., Berkenbush said.
The leaking cooling agent made its way through the school ventilation system, causing rooms and corridors to fill with mist. Thinking it might be smoke, a staff member pulled a fire alarm and the school was evacuated.
‰??It was actually metaå-bolized freon that was coming out of a compressor,‰?? Berkenbush said.
Berkenbush said most of the school was shut down for the day but a small number of students returned to unaffected parts of the building.

SMALL FIRE EXTINGUISHED AT VALDERS HIGH SCHOOL

VALDERS (WLUK) -- Classes will be held as normal Wednesday after a fire broke out in the art room at Valders High School Tuesday afternoon.
The school's superintendent said the small fire was discovered on a shelf near the kiln area.
The fire was quickly extinguished with a dry chemical and it did not spread to any other part of the school.
The fire caused minimal damage to a shelf in the kiln room.

A YEAR LATER, HOUSTON STILL IN THE DARK ON CHEMICAL STOCKPILES

Nearly a year after a chemical warehouse fire and a Houston Chronicle investigation exposed how little city officials know about the thousands of buildings with hazardous materials across Houston, there's been little progress toward a fix.
New Fire Chief Samuel Pe̱a affirmed the newspaper's findings on Tuesday, telling a City Council committee that Houston can't properly police chemical stockpiles until it can assess the risks. And that won't happen without a comprehensive record management system that bridges communication between all city departments, he said.
The risks go beyond chemicals. Two people died at an unregulated rooming house in March after fire tore through its maze-like interior with windowless bedrooms. A Department of Neighborhoods inspection in 2015 resulted in no action, even though Briscoe's Place violated city codes and firefighters denied requests for permits and occupancy certificates to operate as a boarding house, city officials said. It had numerous public complaints and police visits, but word never got to the fire department that it was operating illegally, Pe̱a told the public safety committee.
"I'm not saying that would have changed the outcome of that fire, but it highlights the disjointed communication," he said.

ASBESTOS EMERGENCY FORCES CLOSURE OF PARTS OF MILITARY ROAD IN SYDNEY

Eastbound lanes of a major road in Sydney‰??s lower north shore have been closed this morning due to a HAZMAT incident, causing traffic upset.
Crews are hosing down a building in Cremorne due to a potential asbestos threat, which has caused the closure of one of two eastbound lanes of Military Road.
The site in Cremorne is currently under development. (9NEWS)
Drivers are being redirected onto Winnie Street by police.
It‰??s believed several workers were found trying to remove asbestos from the building around 3.30am.
Around 14 firefighters and HAZMAT officers have been working on the site this morning to remove the asbestos and secure the area.
The building is currently under development.

AMMONIA LEAK CONFIRMED AT POWNAL RINK AFTER EVACUATION, HAZMAT TEAM RESPONSE

P.E.I.'s hazardous materials, or hazmat, team has wrapped up operations at the site of an ammonia leak at the Pownal Sports Centre in Pownal, P.E.I., just before noon today. The cause of the incident is still under investigation.
Three staff members inside the rink were taken by ambulance after the building was evacuated Monday morning. Two have been released while a third has been kept in hospital for observation, according to the P.E.I. Fire Marshal's office.
As of 5 p.m., several trucks from the Cross Roads Fire Department had vacated the scene and reopened the road, which firefighters had cordoned off all afternoon.
Three homes in the area had also been evacuated ‰?? residents have since been allowed to return.

LAFAYETTE FIRE DEPARTMENT RESPONDS TO HAZMAT INCIDENT

The Scott Fire Department was dispatched to a major traffic accident on Heide Circle around 5 p.m. yesterday.
Upon arrival, responders observed a singe vehicle accident involving a semi truck and a box trailer with hazardous materials placards, in a ditch.
Lafayette Fire Department's Hazardous Material Unit was requested, to identify the product and determine if there was a leak.
The Haz-Mat crews identified the product as 41,700 pounds of sodium hydroxide.
While examining the trailer for any leaks, haz-mat personnel began receiving volatile organic compound readings with their equipment, which confirmed there was a leak inside the trailer.
Haz-mat team members made entry into the trailer and observed several 350-gallon containers sodium hydroxide, some of which were leaking.
Haz-Mat personnel removed the containers from the trailer where they were secured and decontaminated. The containers were then loaded on a separate truck for delivery.
They trailer was then turned over to a recovery company to be properly decontaminated.
It was determined that the driver took a wrong turn and was unable to negotiate a turn in the road.
There were no injuries as a result of this incident.

CHEMICAL SPILL REPORTED ON UA CAMPUS

UPDATE: A chemical spill on the University of Arizona campus has been contained and all roads have been reopened.
The scene was cleared at about 1:30 p.m.
The Tucson Fire Department Hazardous Materials team was dispatched to an academic support building at about 8:45 a.m. in the 1700 block of East Enke Drive after two chemicals mixed, producing a dangerous chlorine cloud.
A tanker truck was filling a tank near the building when two chemicals - chlorine and muriatic acid - mixed and produced dangerous vapors. The driver shut down the line that was filling the tank, preventing further damage.
Rincon Valley FD was in the area for hazardous-materials training and had a drone that assisted the clean-up effort without having to expose firefighters.

HAZMAT TEAM RESPONDS IN CARBON COUNTY AFTER DEPUTY FINDS TEAR GAS INGREDIENT ON US-6

CARBON COUNTY, Utah ‰?? Hazardous material responders were dispatched in Carbon County Sunday morning after a deputy saw debris in the road and then suffered symptoms after discarding it.
According to a press release from the Carbon County Sheriff‰??s Office, Deputy Hreinson called authorities around 9:50 p.m. to report he had found debris discarded in the middle of US Highway 6 near the Spring Glenn turn off.
After Hreinson had discarded the debris, ‰??he experienced concerning symptoms that required medical attention. He described his symptoms as respiratory distress, burning sensation and tingling in the extremities.‰??
Units from the Idaho Civil Support Team, the Utah 85th Civil Support Team, the Carbon County HazMat Team and the Utah Fire Marshal‰??s Office all responded to assist.
The contaminant was found to be a core casing with residual CS Gas, which the press release states is the main component in tear gas.
Police believe the casing fell off a vehicle traveling on US 6, but it has not been determined who was transporting the gas. The scene has since been cleared, and the contaminated object has been sent to the Utah Fire Marshal‰??s Office.

STREET SWEEPINGS DEEMED WASTE BY REGULATOR

The Ontario Ministry of the Environment and Climate Change (MOECC) recently issued an Order to the City of Mississauga (a City of 800,000 immediately west of Toronto) to remediate street sweeping it had distributed to a number of private and public enterprises as ‰??clean fill‰??. Testing by the MOECC determine the street sweepings had high concentration of arsenic and other contaminants that could be deemed dangerous to human health.
In the Order itself, the MOECC refers to its protocol titled Management of Excess Materials in Road Construction and Maintenance, dated July 22, 1994, allows for the management of street sweepings (called roadsweeping material and defined as ‰??sand/gravel/vehicle grit mixture resulting from winter maintenance operations, but does not include litter and abandoned material components‰??) in three ways:
Street Sweeping Disposal Practices date back to 2004
The events leading to the MOECC issuing the Order goes back to 2012. At that time the MOECC learned that the City of Mississauga had deposited Waste Street Sweepings as fill material on various properties located in southern Ontario.
Mississauga conducts street cleaning each spring, with road sweeper trucks, to collect materials that may have accumulated over the winter. In 2012, The City of Mississauga indicated to the MOECC that between 2004 and 2011, waste street sweepings were eventually brought back to the Mississauga works yard on Mavis Road in Mississauga where they were deposited and accumulated.
Prior to 2004, the City of Mississauga sent street sweepings to an approved landfill site. After 2004, the City of Mississauga informed the MOECC that it processed street sweepings by screening out debris, such as litter, and then deposited the material on properties including residential, commercial and agricultural properties upon the request of the owners of such properties.
In February 2012, Mississauga provided to the Ministry a report dated June 20, 2011, prepared by a consultant to assist Mississauga ‰??in determining disposal options for the material collected as street sweepings‰??. The report, based on the chemical testing of two samples collected on June 6, 2011 of street sweepings from Mississauga Mavis Work Yard, concluded that ‰??Based on the chemical test results, in our opinion the subject material may be shipped to any registered landfill site licensed to receive this category of waste‰??. The report did not recommend sending the street sweepings to any other location or that the sampled street sweepings could be reused for any other purposes.
