I'm afraid he's right. The label and SDS should reflect the hazards of the product in the form and dilution that it is in. That said, for my art and theater people, I'm just happy if they have an SDS on the undiluted product and have a label that refers to the SDS. The art and theater faculties are a LONG way from being able to write a GHS label for their various solutions. EHS would have to bring their bedding and move into these departments to keep up with the writing of these labels. And some of the amounts of solutions really warrant it, such as the spigot containers in wet photography, the big etching tank and tray solutions, and the like.
