These questions are best answered based on a risk assessment specific to the work being conducted. Resources to support such a risk assessment include:
1) The National Academy of Sciences publication "Prudent Practices in the Laboratory: Handling and Management of Chemical Hazards, Updated Version (2011)" at
http://www.nap.edu/catalog/12654/prudent-practices-in-the-laboratory-handling-and-management-of-chemical
and
2) The ACS document "Identifying and Evaluating Hazards in Research Laboratories" and accompanying web site at
http://www.acs.org/hazardassessment

Let me know if you have any questions about this.
