EPA is proposing a Significant New Use Rule (SNUR) to require manufacturers to notify the Agency before manufacture or processing of new uses in consumer and industrial products of two alkylpyrrolidones, including use as a paint remover. This will provide EPA the opportunity to review the new use and make a determination regarding potential risk. The two alkylpyrrolidones are N-ethylpyrrolidone (NEP) and N-isopropylpyrrolidone (NiPP).

A 2015 assessment of N-methylpyrrolidone (NMP) showed risk of serious adverse effects associated with exposure when used in paint and coating removal. Given the structural similarity of these two chemicals to NMP, their similar physical-chemical properties, and the toxicity associated with NMP, EPA is concerned that any significant new uses of these similar chemicals could result in new exposures and potential risks.

When final, this action will require notification of any use of NiPP. NEP has ongoing use as a reactant, in silicone seal remover, coatings, consumer and commercial paint primer, and adhesives; those ongoing uses would not be subject to notification.
