CONGRESS MOVES TO OVERHAUL LAW TO IMPROVE CHEMICAL SAFETY

U.S. lawmakers have agreed on landmark bipartisan legislation to modernize the Toxic Substances Control Act (TSCA), a 40-year-old law that governs chemicals used in household items and industrial products.
After years of negotiations, the House of Representatives passed the legislation (H.R. 2576) on May 24 by a vote of 403-12.
The Senate is expected to follow suit in early June, sending the measure to the President, who is likely to sign it. The White House says the bill meets the Obama Administration"s principles for reforming TSCA.

Congress is modernizing the U.S. chemical control law. New legislation will
‰?ü preclude EPA from considering costs and benefits when evaluating the safety of chemicals,
‰?ü authorize EPA to order chemical manufacturers to provide safety data,
‰?ü require EPA within three-and-a-half years to begin evaluating at least 20 chemicals already in commerce that pose a high risk to human health or the environment,
‰?ü allow EPA to collect fees from chemical manufacturers to review new and existing chemicals,
‰?ü require EPA to review and substantiate most new and past claims of confidential business information that can keep a chemical"s identity from public view, and
‰?ü preserve state actions taken before April 22, 2016.
In a major change from current law, the legislation will make it easier for the Environmental Protection Agency to request safety data from chemical manufacturers on new and existing substances that may pose a risk to human health or the environment. Currently, EPA must demonstrate that a chemical poses a risk before it can seek such information through a regulation.

HAZMAT INCIDENT SENDS ONE PATIENT TO THE HOSPITAL

Today, June 7, 2016 at approximately 10:20AM, the Prescott Regional Communications Center received a call from an employee of the Hotel St. Michael, on Prescott historic Whiskey Row reporting an unconscious man in their laundry room that had been working with some chemicals used for laundering.
Prescott Fire Department, Central Arizona Fire and Medical Authority, Prescott Police and Life Line Ambulance personnel responded to the scene to deal with a medical patient as well as a potential hazardous materials incident. Due to the unknown nature of the call, the Prescott Area Hazardous Materials Response Team, a joint venture between the Prescott Fire Department and the Central Arizona Fire and Medical Authority was activated. This activation includes the addition of a HAZMAT truck as well as off duty HAZMAT Technicians, and a volunteer Subject Matter Expert that responds with the team. The response force included 4 Engines, a Battalion Chief, a Hazmat truck and additional staff officers.
Upon arrival, firefighters donned protective clothing and self contained breathing apparatus and entered the structure to remove the patient to a waiting ambulance for transport to Yavapai Regional Medical Center. The patients" condition is currently unknown. With the help of Prescott PD, the area was cordoned off and entry to the building, and the immediate area, was limited to only emergency responders to check for and chemical dangers to other occupants of the large commercial structure. Environmental monitoring showed no sign of any hazardous materials outside of the laundry room.

MOTHER, CHILD IDENTIFIED AS 2 FOUND DEAD IN HAZMAT INCIDENT

KISSIMMEE " An Orlando woman and her 3-year-old daughter have been identified as the victims of a hazmat incident on the Florida Turnpike last Thursday.
Osceola County Sheriff's Office Twis Lizasuain told local media outlets that Latifa Lincoln, 46, and Maksmilla Lincoln were found inside their SUV near mile marker 224 on Thursday afternoon.
The vehicle had an unknown hazardous substance inside that also caused two sheriff's deputies and a Florida Highway Patrol trooper to be hospitalized after making contact with it, Lizasuain said.
The discovery also led to a four-hour closure of the turnpike as officials investigated.

The medical examiner's office is trying to identify the substance, according to Lizasuain.
Sheriff's investigators say the substance didn't appear to be drug-related.

CHEMICAL SPILL CONTAINED NEAR GSP AIRPORT

One person was taken to the hospital for precautionary reasons after a chemical spill was reported Tuesday morning near Greenville-Spartanburg International Airport, officials said.
Firefighters and a hazardous-materials-response team arrived at 137 Runion Drive in Spartanburg County after the report was made around 5:49 a.m. Nearby businesses were temporarily closed for precautionary reasons.
The spill has been contained and poses no threat, according to David Probo, deputy fire marshal for Spartanburg County.
A tractor-trailer carrying multiple materials from Atlanta to Charlotte stopped at an industrial park between the airport and Interstate 85 to make a drop-off when the driver noticed a leak, said Probo, who identified the potentially dangerous chemical compound as 1,4-Butynediol.
He said the chemical poses dangers when people come in contact with it.
The chemical is feared to have been leaking within the truck since it left Atlanta, Probo said.

HAZMAT CREWS INVESTIGATE CHEMICAL SPILL

spill near Greer Tuesday morning.
Dispatchers said the spill happened at a business on Runion Drive in Greer near the Greenville-Spartanburg International Airport.
The fire marshal said the leak happened in the back of a tractor-trailer. He said the leak was discovered at 6 a.m. Tuesday while the truck, that had departed from Atlanta, was being unloaded.
The 30-foot spill was contained to a loading dock area, Deputy Fire Marshal David Probo said.
Probo said the leak was a corrosive liquid. Crews out soda ash on the spill to neutralize it. A clean-up contractor will finish the process.
He said one person was taken to the hospital as a precaution, but the chemical is no longer a threat.
The workers were allowed to return to the business by midday, except for the area near the loading dock.

CHEMICAL SPILL AT GEHL FOODS IN GERMANTOWN SENDS FIVE TO HOSPITAL

Five employees were taken to a hospital with respiratory distress following what fire officials described as a chemical explosion/spill at Gehl Foods in Germantown.
The incident was reported shortly after 10:30 a.m. at the facility at N116-W15970 Main St., according to a news release from the Germantown Fire Department.
According to the release, sulfuric acid was accidentally mixed with sodium chlorite 25% by a contractor, resulting in the creation of chlorine and sulfur dioxide. The gasses built up in a container causing a pressure breach that released product and gas inside the facility.
Employees were evacuated, however five who were in the area of the breach complained of respiratory issues and were taken to a hospital as a precaution.
The area contaminated by the release was flushed and the five employees were reported to be in stable condition, according to the release.

The Department of Transportation's May 19 workshop on liquefied natural gas (LNG) safety started with a bang.
At DOT's headquarters in Washington, D.C., the agency's Pipeline and Hazardous Materials Safety Administration (PHMSA) hosted an in-depth discussion of what went wrong during a March 2014 explosion at an LNG facility in Plymouth, Wash., that led to five injuries and $72 million in property damage (EnergyWire, May 6).
The decision by PHMSA to conduct a broad review of its LNG safety rules -- and kick it off with an unusually open discussion of a fiery accident -- suggests the agency has taken to heart the saltiest criticisms tossed from Capitol Hill. "PHMSA is not only a toothless tiger, but one that has overdosed on Quaaludes and is passed out on the job," Rep. Jackie Speier, a Democrat from San Francisco, said during a congressional hearing in April 2015.
She pointed to the lethal and destructive natural gas pipeline accident in San Bruno, Calif., in 2010. In its aftermath, PHMSA came under fire for being slow to update its safety regulations. Late last year, a leaking Aliso Canyon underground gas storage facility outside Los Angeles, operated by Southern California Gas Co., prompted hand-wringing that regulators were underprepared.

2 INJURED IN BLAST ON MOVING BUS IN FATEHABAD

Two people were injured and several others received minor bruises and burns in a low-intensity explosion on a moving private bus near Bhuna in Fatehabad on Tuesday.
Fatehabad Superintendent of Police OP Narwal said the explosion took place because of a chemical used for crackers to keep birds and animals away from crops.
According to Hisar Inspector General of Police OP Singh, the explosion took place around 10.40 am in the private bus, HR62 8372, plying from Jakhal to Fatehabad on Bhuna-Fatehabad Road, 20 km from Fatehabad.

In the incident, Bhagirath, 45, and wife Rajbala, 40, suffered minor burns. The two are out of danger and are being treated at Civil Hospital, Fatehabad.

RAIN SPARKS CHEMICAL FIRE IN PASSAIC

PASSAIC " Authorities are continuing an ongoing and "complicated" chemical cleanup on Willet Street after Sunday night"s rain storm caused a small chemical fire.
Battalion Chief Chris Szczygiel said the city"s fire department responded to Bartlo Packaging Inc. early Monday morning to a small fire that perked up when rain from Sunday"s storm reacted with drums of an oxidizer chemical that was in the process of being cleaned up.
Szczygiel said barrels of the chemical, which is used in deck cleaner, were delivered to Bartlo Packaging last week. Last Friday an employee found that two of the barrels had exploded, spraying white powder and prompting a hazmat cleanup.
Since then, various departments have been cleaning the site " which requires a process where the barrels are punctured and slowly cooled off and diluted without causing an unwieldy chemical reaction.
The barrels, which were taken outside for the cleanup, were put on pallets and covered with a tarp and Sunday"s rain storm caused the chemical to react and start a small fire.

OFFICIALS: 60 HOMES EVACUATED FOR 'MAJOR NATURAL GAS LEAK' IN MARYLAND

GAITHERSBURG, Md. (ABC7) " Sixty homes were evacuated for a hazmat situation involving a "major natural gas leak" in Gaithersburg late Monday afternoon, according to Pete Piringer, a spokesperson for Montgomery County Fire and Rescue Service.
Piringer said the natural gas line was between 6 to 8 inches and was ruptured by a backhoe.
