Hi,
I worked with similar solutions for mammalian tissue research in PA, and they were allowed to pour it down the drain, but I am not sure about NY state law. This was part of a histology core at a university. One of the main ingredients, propylene glycol is regarded as safe when orally consumed in small amounts according to the FDA.
I"d call a waste disposer in NY and ask to be sure.
