Hypoallergenic is an almost unregulated term. The FDA did have rules based on the standard animal tests for skin sensitization, but two cosmetic companies took them to court and got the whole rule overturned. The only FDA rule in which the word "hypoallergenic" occurs is the one for medical devices. Any medical device containing natural rubber cannot be labeled "hypoallergenic." Other than that, any manufacturer can legally put this label on any damn thing.
