No to the 4-gas meter. 2000 students, private university. No EHS department
Yes to IC. Our campus safety office is very well trained. They (and I) participate in the university safety committee; this group handles EHS-type issues.

I am conversant with the Incident Command System, however the college as a whole is not.

Our EH&S department is not really a department, just a few individuals who happen to participate. Sad but true, probably true at most institutions this size.
