That makes sense.  Having those with special expertise in safety, ventilation, industrial hygiene, etc. do the inspection.  If it is left to people who work in or supervise the labs on a daily basis, they tend to endorse the good job they think they are already doing.  And when changes that will result in better procedures are identified by the expert, administration needs to support that change.  Otherwise, the decision on whether or not to implement the change is given to the people with a dog in that fight.

Here at McGill University EHS inspects every lab (approximately 800 of them) annually. We have 1 EHS officer whose primary role is inspection, 3 others who contribute about a third of their time, and 2 technicians who spend about half their time on inspections.
