MULTIPLE INJURIES REPORTED IN OHIO EXPLOSION

Emergency responders were on the scene of an explosion in Belpre, Ohio on Tuesday morning that caused multiple injuries.
WTAP reports the explosion occurred at Enviro-Tank when material was being transferred from inside a building to a truck.
As of 11 a.m. Tuesday, Washington County Chief Deputy Mark Warden said the scene is was under control and three people were transported to the hospital with injuries ranging from minor to severe.
The Little Hocking, Belpre, Marietta and Dunham Fire Departments responded, as well as the Washington County Sheriff's Office. A Hazmat team as well as the state fire marshal were also on the scene.

NORWOOD ROAD REOPENS AFTER EARLIER CHEMICAL SPILL

Highland Avenue in Norwood is now open to traffic at Lester Road after crews cleaned up a nitrogen dioxide spill at Shepherd Chemical Co.
Crews responded to reports of a chemical spill at the company on Beech Street at 11 a.m.
A "shelter in place" -- meaning people should take immediate shelter wherever they are -- was in effect shortly after the spill, but Assistant Chief Steve Rump said it was done as a precaution and that no one was in danger.
The Environmental Protection Agency responded, but they were happy with Shepherd's response to the spill.

ROANOKE CHEMICAL DISTRIBUTOR ORDERED TO PAY $ 612,339 FOR HAZARD

Roanoke, VA - An administrative law judge has ordered the owner and operator of a chemical distribution facility in Roanoke, Va. to pay a $612,339 penalty for multiple violations of federal and state hazardous waste storage regulations, the U.S. Environmental Protection Agency announced today.
After presiding over a five-day hearing, Administrative Law Judge Susan Biro issued a 125-page opinion on June 5, 2014, ruling in EPA?s favor on all counts in its complaint against Chem-Solv, Inc., the operator of a chemical distribution facility located at 1111 and 1140 Industry Ave. in Roanoke, and Austin Holdings-VA, L.L.C., the facility owner.
The Chem-Solv facility handles and distributes various chemicals, including alcohols, acids, caustics, mineral oils, surfactants, glycols and solvents. EPA?s complaint cited violations of the Resource Conservation and Recovery Act (RCRA), the federal law governing the treatment, storage, and disposal of hazardous waste. RCRA is designed to protect public health and the environment, and avoid costly cleanups, by requiring the safe, environmentally sound storage and disposal of hazardous waste. The RCRA requirements mandate the use of safe practices which greatly reduce the chances that hazardous waste will be released into the environment.

CHEMICAL SPILL LAWSUIT TARGETS CHARLESTON AIRPORT

CHARLESTON, W.Va. (AP/WSAZ) -- A federal lawsuit blames a Charleston airport runway construction project for the January chemical spill that left 300,000 West Virginians without clean water for days.
The consolidated lawsuit filed Friday in Charleston says Yeager Airport's now-complete runway extension never safeguarded against stormwater runoff.
Plaintiffs say the airport let water flow downhill to the Freedom Industries site below, which eroded the foundation of the tank that spilled.
The lawsuit says effects of the runway project that started in 2004 "significantly caused or contributed" to Freedom leaking coal-cleaning chemicals into the Elk River on Jan. 9.

HAZMAT CREWS ON SCENE OF SPILL IN LEACOCK TOWNSHIP

Authorities say a five-gallon container of paint and a container of hydrochloric acid spilled inside of a tractor trailer that was making a delivery to Gordonville Bookstore in Leacock Township. Police say the chemical mix is dangerous if it catches on fire.
The truck driver discovered the leakage as he was about to unload his rig in the bookstore parking lot. When he smelled the fumes he called local authorities.
Lancaster County fire and hazmat officials quickly contained the spill. Local crews left the area around 11 a.m. The tractor trailer's company hazmat team is moving in to cleanup the inside of the truck.

HAZMAT CREWS SENT TO LOWER MANHATTAN FOR FLOOD OF COOLANT FLUID

NEW YORK (CBSNewYork) ? Hazardous materials were on the scene Monday evening, after bright green coolant flooded the sidewalk in Lower Manhattan.
The liquid floed onto the sidewalk at South and Broad streets as of the 6 p.m. hour, CBS 2?s Joe Biermann reported.
Biermann compared the appearance of the fluid to the fictional Ectoplasm seen in ?Ghostbusters.?
The flood was the result of a leak in the coolant system for the adjacent building, the FDNY told CBS 2.
It was not immediately learned what caused the leak.

ISRAEL MAY SHUTTER ATLIT FACTORY FOLLOWING HAZARDOUS CHEMICALS LEAK

The Environmental Protection Ministry is weighing whether to cancel the hazardous materials permit held by the Carmel Resins factory in Atlit, following a chemical leak nearly two weeks ago that made many local residents sick.
On June 11, local hotlines were flooded with calls from Atlit residents, all complaining of a stench, breathing difficulties, vomiting and burning eyes. The Fire and Rescue Service, Israel Police and environment ministry investigators traced the problem to a leaking barrel of benzyl chloride in the courtyard of the Carmel Resins factory. The plant is part of the Carmel Chemicals industrial complex, which belongs to the Dor Chemicals group owned by Gil Dankner.
The investigation showed that Carmel Resins officials did not report the leak to the emergency services in real time, and ignored explicit instructions to locate the leak and stop it. Moreover, the plant?s routine procedures were also deficient. The barrel of benzyl chloride had not been stored properly, the hazmat storage area was not roofed, as required for the storage of combustible materials, and there was no separation, as required, between oxidizing agents and flammable and corrosive materials, when a reaction between them could cause a fire or explosion.

CHEMICAL LEAKING AFTER CENTRAL TEXAS DERAILMENT

NAVASOTA, Texas (AP) - Eight Union Pacific cars have overturned in Central Texas and at least one tanker leaked a hazardous chemical used in natural gas processing.
The Grimes County Sheriff's Office says nobody was hurt in Monday's derailment near Navasota (nah-vuh-SOH'-tuh). Authorities are trying to determine what caused the derailment in an area about 65 miles northwest of Houston.
UP spokeswoman Elizabeth Hutchison says the 127-car train originated in Houston and was bound for Fort Worth when the derailment happened around 6:15 a.m. CDT Monday. She says one car leaked diethanolamine (dy-eth-uh-NAL'-uh-meen) and crews worked to clean up the area.
