Yes, as with all e-mail, DCHAS-L postings should be considered public information.
In addition to the public archives hosted by ilpi.com at

you never know where an e-mail will be forwarded to, potentially edited and/or taken out of context. Google will find pretty much anything and make it available that's in electronic form these days...
