There was an article in Thursday's NY Times reporting that the fire department investigators have cited the high school for 8 violations, . The lab in which the experiment was performed was a "makeshift lab" and "science demo room" with no hoods. They fire department said, according to the NYT, that "dangerous chemicals were being stored unsafely and that safety equipment and practices were lacking in at least 3 rooms." The NY state labor department is also investigating the accident. The student is still in critical condition.
