PHILLIPS 66 REFINERY LEAK TRIGGERS HAZMAT SITUATION IN WILMINGTON

WILMINGTON, LOS ANGELES (KABC) -- Hazmat crews were investigating a sulfur dioxide leak at the Phillips 66 refinery in Wilmington Tuesday.
The leak was reported on the 1660 block of West Anaheim Street around 10:15 a.m.
According to Los Angeles City firefighters, at least 11 employees were transported in fair condition to local area hospitals for minor respiratory issues.
Other workers were told to shelter-in-place inside buildings.
The problem was localized within the grounds of the refinery around 11 a.m. LAFD officials said there was no active leak and that the incident did not pose immediate danger to the surrounding community.
Air monitoring showed no health threat shortly after the accident, and none of the workers were admitted into a hospital.
"All other refinery employees and contract workers have been accounted for and are safe. The area has been secured and the refinery is running under normal operations," said Phillips 66 spokesman Rich Johnson.

A fire that burned for four hours Tuesday at a pipeline facility in La Porte was blamed for two injuries before being extinguished, officials said.
Two contractors were treated for minor injuries from the blaze at a barge-loading facility at Morgan's Point owned by pipeline giant Enterprise Products Partners, company spokesman Rick Rainey said. The contractors were treated and released, he said.
The fire began about 10:30 a.m., La Porte police said. The flames were extinguished about 2:30 p.m., Rainey said.
Natural gas liquids, such as propane and butane, were ignited in the blaze, although it was unclear how the fire began, Rainey said. The La Porte Fire Department extinguished the blaze, which halted operations at the facility, he said.
The Morgan's Point facility loads natural gas liquids and crude oil onto barges at rates of up to 5,000 barrels per hour. The barges move these products between U.S. ports, Rainey said. The facility remained offline Tuesday afternoon, although pipelines owned by other companies that move through the facility had restarted, he said.

A judge says a Chicago-area chemical company can't restart a manufacturing unit involved in an explosion and fire until it figures out what happened.
Illinois Attorney General Lisa Madigan says the Cook County judge on Tuesday granted a preliminary injunction against Blue Island Phenol in suburban Alsip. It requires the company to investigate the cause of the Dec. 13 explosion and fire that injured two workers and identify corrective measures.
Madigan says the company also must investigate potential soil and groundwater contamination caused by the runoff of water used to extinguish the fire, and dispose of asbestos-containing material affected by the fire.
The company must report its findings to Madigan's office and the Illinois Environmental Protection Agency.

From the Cass County Sheriff's Office: A 104 car BNSF Train collided with another train while traveling eastbound approximately one mile west of Casselton, ND. How the collision occurred is unknown at this time.
The east bound train was carrying crude oil. Approximately 10 cars are fully engulfed resulting in heavy smoke in the area. Casselton Fire and the Fargo HazMat Team are currently battling the fire.
This is a HazMat incident. All people and animals within a 10 mile radius of Casselton, ND should find shelter and avoid going outside until the incident and area are deemed safe.

TUSTIN ? Hazardous material crews were called to a residential neighborhood after homeowner?s dogs bit into a can of bear repellant at the home, authorities said.
Two residents, one neighbor and two firefighters reported feeling itchy eyes and irritation because of the repellant, but no significant injuries were reported, said Capt. Steve Concialdi of the Orange County Fire Authority.
Firefighters were called just before noon Monday after the two dogs bit into the cans, Concialdi said.
