Nov. 12, 2013 ? Professor Ragnar Lofstedt, Professor of Risk Management and the Director of the King's Institute for Risk Research, King's College London and Editor of the Journal of Risk Research, has published a paper suggesting that the substitution principle is not the "white knight" as described by a number of regulatory agencies and NGOs and proposes that chemical substitution can only work effectively on a case-by-case basis.

The paper, published in the Journal of Risk Research, highlights how the Chemical Substitution Principle (where a potentially harmful chemical used in manufacturing or industry, is substituted for less dangerous alternative) has grown in popularity with chemical governing bodies and organizations in recent years. It highlights how a number of bodies are currently working on 'substitution databases' to aid companies in reducing the amount of harmful chemicals they use. The paper draws on three key case studies and states that the chemical substitution principle is a 'blunt and imprecise regulatory instrument' that is 'surprisingly under-researched' and 'in need of further rigorous academic and regulatory analysis before it can be further used and promoted satisfactory in the chemical control area.'

SAVING THE DAY: CHEMICAL FACTORY CATCHES FIRE ? THE EXPRESS TRIBUNE

KARACHI:
Fire fighters managed to put out the blazes that erupted at a chemical factory in Sher Shah on Tuesday afternoon.
According to chief fire officer Ehtishamuddin Siddiqui, the fire broke out at Neelum Industry situated at plot no. F-61-G in Sher Shah. The fire broke out in the production hall on the ground floor of the chemical factory, he said. No casualties were reported as the staff present in the factory was evacuated before the fire fighters arrived. At least 10 fire trucks had to be called in and they were trying to put out the fire for nearly two hours. The department has yet to figure out what caused the fire.

30 students were in a lab in the Chem Annex building working on an experiment, when they heard a loud pop.
"I turned around and there was an orange brown sort of gas in the air."
Farber ran out with the rest of her classmates and firefighters evacuated the rest of the building.
"I didn't grab anything, all I wanted to do was get out of there."
Teaching lab specialist Jesse Miller had just left.
"I rushed back over here," Miller said.
He found crime scene tape surrounding the building and fire trucks blocking the road.
"What could it possibly be? I'm trying to call everybody because this kind of stuff doesn't happen."
In fact, it was the first time it ever did. Miller says a student accidentally mixed two chemicals together causing the plastic bottle to explode.
"It overpressurized like a balloon popping."
The explosion knocked over bottles of ammonia and gas spread throughout the building.

NIOSH has published new recommendations for controlling workers' exposures to engineered nanomaterials when such materials are used industrially. The agency's new document, "Current Strategies for Engineering Controls in Nanomaterial Production and Downstream Handling Processes," DHHS (NIOSH) Publication No. 2014-102, is available at www.cdc.gov/niosh/docs/2014-102/ and was posted Nov. 8.
The recommendations follow the standard hierarchy of controls, and the document is well illustrated with photos and diagrams of ventilation equipment, fume hoods, PPE, and other protective equipment. More than a thousand consumer products already on the market contain nanomaterials, including makeup, sunscreen, food storage products, appliances, clothing, electronics, computers, sporting goods, and coatings, according to the agency?s news release.
"As we continue to work with diverse partners to study the health effects produced by exposure to nanomaterials, particularly as new materials and products continue to be introduced, it is prudent to protect workers now from potential adverse health outcomes," NIOSH Director Dr. John Howard said. "These recommendations represent the kind of science-based guidance that our partners have requested, as a vital component for supporting the safe growth of nanotechnology and U.S. leadership in the global market."
The section on engineering controls ? local exhaust ventilation, isolation, and dust suppression methods -- are likely to be the most effective control strategy for nanomaterials, but it also advises using elimination and substitution first if they are feasible. Administrative controls and PPE "may be less expensive [than engineering controls] to establish but, over the long term, can be very costly to sustain" and are less effective, the document states.

A P lab exploding is believed to have caused a fire in Mangawhai Heads.
Firefighters were called to a Cullen St property just before 5am on Thursday.
A garage, converted into a separate minor dwelling, was fully engulfed in flames.
Witnesses say fire engines started arriving at about 5am.
More than seven fire engines from Mangawhai, Waipu and Kaiwaka attended, along with police and ambulance.
A hazardous materials unit was called in to decontaminate firefighters.
