OSLO, NORWAY ? The Organization for the Prohibition of Chemical Weapons won the Nobel Peace Prize on Friday for working to eliminate the scourge that has haunted generations from World War I to the battlefields of Syria.

The OPCW was formed in 1997 to enforce the Chemical Weapons Convention, the first international treaty to outlaw an entire class of weapons. Based in The Hague, Netherlands, it has largely worked out of the limelight until this year, when the United Nations called on its expertise to help investigate alleged chemical weapons attacks in Syria.

"The conventions and the work of the OPCW have defined the use of chemical weapons as a taboo under international law," the Nobel committee said. "Recent events in Syria, where chemical weapons have again been put to use, have underlined the need to enhance the efforts to do away with such weapons."

NORTH ANDOVER ? A man burned over half his body in a laboratory explosion at The Dow Chemical Company plant has died from his injuries.

A spokesperson for the office of the Essex District Attorney yesterday confirmed that the victim is a 51-year-old resident of Peabody. She declined to identify the victim last night until she is satisfied his next of kin are notified.

He suffered his burns during an explosion Wednesday inside the Rohm and Haas laboratory at 60 Willow St.

The man was working alone in a lab when the explosion occurred shortly before noon. He was flown by helicopter to Brigham and Women?s Hospital in Boston where he died yesterday.

Jennifer Mieth, spokesperson for state Fire Marshal Stephen Coan said she was unable to say what caused the explosion, but that the accident was still under investigation.

The preliminary hearing for former University of California, Davis chemist David Snyder concluded on Oct. 4. Yolo County Superior Court Judge David Reed determined that there was enough evidence to send Snyder to trial on 17 felony counts of reckless disposal of hazardous waste, possession of a destructive device or explosive, possession of materials with intent to make a destructive device, and possession of firearms on university property. The charges stem from a January explosion in Snyder?s campus apartment.

The preliminary hearing began on July 30 and was supposed to continue on Sept. 6 but was postponed to Oct. 4. In the first part of the hearing, deputy district attorney Martha Holzapfel called eight witnesses, the last of whom was Jason Winger, a West Sacramento police sergeant and member of the Yolo County bomb squad. Holzapfel completed direct questioning of Winger on July 30, and the hearing resumed on Oct. 4 with cross-examination by defense attorney Linda Parisi.

In cross-examining Winger, Parisi generally focused on amounts of materials, whether they were in forms that could be effectively used as explosives, and how authorities had tested them. For example, she asked about a vial that had tested positive for triacetone triperoxide (TATP) by a portable Raman spectrometer. Winger testified that the vial was about 1.75 inches tall and 0.75 to 1 inch in diameter, and that it probably contained about 10 to 14 g of material.

CHEMICAL SPILL FORCES EVACUATION OF FLETCHER PLANT

FLETCHER ? Crews are cleaning up a chemical spill this morning at the Continental Teves plant that forced the evacuation of 80 employees overnight.

No one was injured in the spill, which happened at 3:50 a.m. at the plant off N.C. 280.

About 4,500 gallons of a hydrochloric acid solution leaked but was contained in a safety holding area inside the plant, Henderson County Sheriff?s Office Maj. Frank Stout said.

Surrounding businesses are open, and no further evacuations are planned.

FALLS CHURCH, Va. (October 8, 2013) ? The American Industrial Hygiene Association¨ (AIHA) has issued a white paper in response to the growing evidence that exposures from polychlorinated biphenyls (PCBs), in both vapor and particulate matter form, emanate from PCB-containing products in the building environment. In most cases, building owners and occupants are not even aware of the existence of these materials and their potential hazards.

?This document provides a comprehensive overview of PCBs in the built environment, evaluates the exposure potential for occupants and personnel, and identifies gaps in the current knowledge base that would help occupational and environmental health professionals to better understand the public health risk from PCBs in building materials,? said Jack Springston, CIH, CSP, editor of the white paper and chair of AIHA?s Indoor Environmental Quality Committee.

PCBs are a group of man-made chemicals that were manufactured in the United States from the late 1920s until 1979. They were used in many building materials, particularly caulking, grout, expansion joint material, and paint, from 1950 to 1978. PCB exposures, which can occur in the building environment from direct contact, volatilization, deterioration or disturbance of PCB-containing materials, have been associated with a number of health effects such as damage to the hepatic, endocrine, dermal/ocular, immunological, neurological and reproductive systems.

NORTH ANDOVER ? A lab explosion yesterday left a man with serious burns covering half of his body including his face and arms.

North Andover Fire Department and EMS medflighted the man, who has not been identified, to a Boston hospital after a explosion at Rohm and Haas laboratory at 60 Willow St.

According to the fire department, the man was working alone in a lab when the explosion occurred around 11:42 a.m. The injured man was medflighted to Brigham and Women?s Hospital, for treatment of the burns, as well as lower extremity trauma.

?I would say his injuries were survivable,? Lt. Michael Beirne said. ?We were most concerned about his burns more than anything.?

The cause of the explosion is still under investigation by the fire department and State Fire Marshall.

The Rohm and Haas lab has been shut down until further notice.
