CHEMICAL PLANTS' SAFETY A WORK IN PROGRESS

The nation's chemical industry still faces challenges involving work safety after more than 20 years of development, but the government will continue to make great efforts to improve the situation, said a senior official on Wednesday.
In recent years, the industry has become safer, with fewer accidents and workplace deaths, even as the sector has grown 15 percent annually, said Sun Huashan, vice-minister of the State Administration of Work Safety.
Sun was speaking during the first China International Chemical Process Safety Symposium, which was held in Qingdao, Shandong province.
He said that China has established a complete work safety system in the chemical industry, which has reduced accidents and deaths. Last year, the number killed in the industry fell below 100 for the first time, a decline of 22 percent year-on-year. The number of production accidents declined 33 percent.
During the 11th Five-Year Plan (2006-2010), the number of accidents was reduced 62 percent and deaths fell 51 percent.
However, Sun said safety in the sector still falls short of international levels, and the industry's rapid growth has created increasing challenges for producers.

The field of chemistry education research (CER) has matured since 1997 when Bunce and Robinson announced the CER feature in the Journal, and it is time to set out a revised set of guidelines for high-quality manuscripts in CER. Herein, we announce the guidelines, briefly describe them, then use the National Academy of Sciences Discipline-Based Education Research report to identify areas of research and future directions in CER. Our hope is that this stimulates high-quality research manuscripts in areas of need that will drive CER forward, influencing and impacting CER and classroom practices.

In the wake of several serious accidents in research laboratories across the U.S., the American Chemical Society has issued new guidelines in a 132-page report titled ?Identifying and Evaluating Hazards in Research Laboratories.? The document was developed by the ACS Committee on Chemical Safety and made publicly available online on Sept. 4 (http://cenm.ag/hazard">http://cenm.ag/hazard).
Hazard analysis is ?a core process that?s necessary for conducting research safely,? said chemist Kimberly B. Jeskie, of Oak Ridge National Laboratory, who led a task force in developing the publication. Jeskie and other task force members discussed the safety guidelines at a Division of Chemical Health & Safety symposium at this week?s ACS national meeting in Indianapolis.
The committee prepared the guidelines in response to a U.S. Chemical Safety & Hazard Investigation Board (CSB) recommendation. The federal safety board, which usually investigates industrial accidents, asked ACS to develop for research laboratories ?good practice guidance that identifies and describes methodologies to assess and control hazards.? CSB made the request after its investigation of a 2010 explosion at Texas Tech University that injured a graduate student. ACS publishes C&EN.

No one was injured in a chemical fire at a petroleum company Monday.
Firefighters were sent to Drill Green Petroleum Products in the 6000 block of U.S. Highway 59 North at 1:30 p.m. When they arrived, they discovered a forklift and one or two, 300- to 400-gallon containers of a toxic chemical called toluene on fire. Other chemicals could have also burned, said Tracy Fox, assistant fire chief.

5 ALCOA EMPLOYEES SUFFER CHEMICAL-RELATED INJURIES (911 AUDIO)

Five Alcoa employees suffered chemical-related injuries while cleaning a piece of equipment at Alcoa at 5 p.m. Monday.
Two of the employees suffered chemical burns and were transported to hospitals in Galveston. A third employee was treated and released at Citizens Medical Center, said Laurel Cahill, Alcoa communications and community affairs supervisor.
Two additional employees suffered minor injuries on location and were treated at the plant.
Cahill said there was no fire, or explosion attached to the incident and said it was isolated event to the digestion area of the plant. No other employees were injured, she said.
The Mine and Safety Administration was notified.

UNIVERSITY LAB EVACUATED AFTER CHEMICAL SPILL

A third-floor lab in a University of Minnesota research building was evacuated Monday night after a formaldehyde spill.
The Minneapolis Fire Department blocked off stretches of 23rd Avenue Southeast and Sixth Street Southeast for about half an hour while they contained the spill in the Cancer and Cardiovascular Research Building.
Andre Sewell, battalion chief for the fire district that includes the University, said between one and three milliliters of formaldehyde ? about half a teaspoon ? had been spilled. He said no one was in danger.
Sewell said blocking off the building with fire trucks is standard procedure for
chemical spills.
Campus Connectors stopped on both sides of the buildings and let students off when they couldn?t pass through the wall of fire trucks.

ST. BERNARD, OH (FOX19) -
Fire crews responded to an Ivorydale chemical plant on Tuesday morning after receiving reports of an explosion.
Firefighters were called to BASF chemical company, located in the 4900 block of Este Avenue, around 1:00 a.m. on Tuesday.
Crews received reports of a possible hydrogen explosion at the plant.
Crews quickly controlled the situation and left the scene. No injuries were reported in the incident.

INDIANAPOLIS, Sept. 10, 2013 ? The world's largest scientific society today issued guidelines to better ensure the safety of the tens of thousands of personnel who work in research laboratories around the country. The American Chemical Society (ACS) issued the report, requested by a federal safety board, during its 246th National Meeting & Exposition. The meeting, which includes almost 7,000 reports on new advances in science and other topics, continues here through Thursday.
"Guidelines and standard operating procedures are common in industrial settings where chemicals and pharmaceuticals are manufactured in large amounts, but they are much less common in research laboratories, particularly in academia," said Kimberly Jeskie. She chaired the 12-member task force that developed the guidelines and is a hazards analysis expert at the Oak Ridge National Laboratory. "Often, students and staff working in research labs do not identify and evaluate all potential hazards, especially physical hazards, when devising experiments. That is crucial to keep everyone safe and reduce the potential for harm."
The U.S. Chemical Safety and Hazard Investigation Board (CSB), an independent federal agency that investigates industrial chemical accidents, requested the report in the aftermath of a 2010 laboratory accident at Texas Tech University in Lubbock, Texas. A graduate student was injured in the accident, and CSB found several safety lapses. CSB's investigation concluded that safety guidelines already in effect at research institutions typically are lacking when it comes to the safe handling of potentially explosive materials. And guidelines from the U.S. Occupational Safety and Health Administration also do not specifically address this type of hazard.

The Committee on Chemical Safety has released the draft of the guide on ?Identifying and Evaluating Hazards in Research Laboratories.? These guidelines were developed in response to the Chemical Safety Board recommendation to develop good practice guidance that identifies and describes methodologies to assess and control hazards and that can be used successfully in research laboratories. Even though the techniques and tools have been piloted in various institutions and we are confident that they can be used immediately if an institution wishes, CCS is seeking community input for improving these guides before final publication and release.

An De Soto man suffered serious burns after a chemical explosion in his bathroom Monday morning.
Firefighters from the Northwest Consolidated Fire District responded to a small explosion about 10:30 a.m. in the 8300 block of Ottawa Street.
Fire Operations Chief Mark Billquist said a man was in his bathroom when a cleaning brush and chemicals next to his toilet somehow combusted.
Investigators are trying to determine what chemicals may have caused the explosion. Billquist said the chemicals were normal household cleaning products.
The man suffered some second-degree burns to his hip.

NEW OHIO HAZMAT CONTAINERS TO AID METH LAB CLEANUP

NORTH CANTON, Ohio (AP) ? The state attorney general says new hazardous material containers at five sites around Ohio will help authorities more quickly clean up methamphetamine labs they bust.
Attorney General Mike DeWine's Monday announcement in North Canton comes amid a spike in the number of meth labs seized by authorities in Ohio this year. His office says law enforcement agencies have reported a record-high 770 lab seizures during this federal fiscal year.
DeWine says the new containers will help to reduce the time required to clean up those labs and the costs associated with those efforts. The containers are in secure, monitored areas in Athens, Canton, Columbus, Lebanon and Ottawa.
DeWine has said the number of labs has apparently increased, and law enforcement agencies are more aggressively targeting them.

RPI LAB EVACUATED AFTER CHEMICAL SPILL

TROY ? A chemical spill occurred at a Rensselaer Polytechnic Institute laboratory Monday morning.
The spill occurred inside of a laboratory in a building off of Tibbits Avenue, according to Assistant Fire Chief Jim Hughs. Following the spill, a call was placed to the city fire department by university officials at around 10:30 a.m.
The spill was the result of a malfunction of a water purification machine, which began to spray both water and a purification chemical. As the exact nature of the chemical was unknown, a professor who was in the laboratory at the time of the spill was taken to a nearby hospital as a precautionary measure.
Officials from Rensselaer Polytechnic Institute gave this statement: ?At around 10:30 a.m. this morning, a minor chemical spill occurred in a laboratory within the Institute?s Gaerttner Linear Accelerator (LINAC) Center. The building was temporarily evacuated and the affected individual, as a precaution, was sent to the hospital. The individual sustained no injuries, and the spilled chemical was found to be highly diluted and posed no threat to the health of anyone working in or around the building. The building reopened shortly after the spill. The affected lab was professionally cleaned and has since reopened.?

This new database, named ChemView, greatly improves access to health and safety data on chemicals regulated under the Toxic Substances Control Act (TSCA). It contains information EPA receives and develops about chemicals including those on EPA?s Safer Chemical Ingredient List.
ChemView is part of EPA's commitment to strengthen its chemicals management programs by improving access to and the usefulness of chemical information. The goal is for people to easily get information they need to make safe chemical choices. It can help businesses, individuals and others make more informed decisions about the chemicals they use.
While the current version of ChemView contains a substantial amount of information, when fully populated, ChemView will contain data for thousands of chemicals regulated under TSCA. In the months ahead, EPA will be continually adding chemicals, data, assessments, functionality, and links to source documents.

The internet has opened up access to large amounts of chemistry related data that can be harvested and assembled into rich resources of value to chemists. The Royal Society of Chemistry?s ChemSpider database has assembled an electronic collection of over 28 million chemicals from over 400 data sources and some of the assembled data is certainly of value to those searching for chemical health and safety information. Since ChemSpider is a text and structure searchable database chemists are able to find relevant information using both of their general search approaches. This presentation will provide an overview of the types of chemical health and safety data and information made available via ChemSpider and discuss how the data are sourced, aggregated and validated. We will examine how the data can be made available via mobile devices and examine the issue of data quality and its potential impacts on such a database.
