Two in one location would normally only be required if:
They are for fighting different materials (e.g. Carbon dioxide for electrical and water based extinguishers for combustibles - instead of multi-purpose extinguishers), or
It is anticipated that more than one extinguisher is required to extinguish an anticipated incipient stage fire (e.g., unusual fuel configuration making it difficult or impossible to extinguish without simultaneous application of agent from two directions).
Otherwise, they are normally placed by travel distance to reach the extinguisher, and it is unlikely both would be required if that were the case.
