HAZMAT CREWS RESPOND TO CHEMICAL LEAK IN FRUITLAND

The Fruitland Fire Department responded to Dickinson?s Frozen Foods on NW 21st Street in Fruitland after reports of a toxic chemical leak around 9:00 p.m. July 31st.
Employees at the frozen food plant reported a leak of anhydrous ammonia which required a HAZMAT team to evacuate the building, however, there were no reports of injuries.
Crews were able to contain the chemical cloud within the building, but warned local residents of the situation.
The Idaho State Region 3 Hazardous Material Team was able to use specialized equipment to stop the leak, ventilate the plant, and work resumed as normal this morning.

Chemicals are added to swimming pool water to enhance and protect the water quality and minimize disease-causing germs, but these same chemicals can cause irritation, injury and even death when not handled appropriately, doctors at Vanderbilt University Medical Center warn.
While pool chemicals are vital for the reduction of recreational water illnesses such as gastrointestinal, skin, ear, respiratory, eye, neurologic and wound infections, pool chemical-related injuries send more than 5,000 people to the emergency room each year, according to the Centers for Disease Control and Prevention (CDC).
?Like any chemical, pool chemicals all have their health hazards and need to be handled with care,? said John Benitez, M.D., MPH, associate professor of Clinical Medicine, Toxicology Attending Physician and managing director of the Tennessee Poison Center at Vanderbilt. ?It all has to do with their concentration, the amount you are exposed to and over what period of time.?

OBAMA ORDERS REVIEW OF CHEMICAL PLANT SAFETY RULES

Less than four months after a fertilizer plant explosion leveled the town of West, Texas, President Obama ordered federal agencies Thursday to review safety rules at chemical facilities nationwide.
"Chemicals, and the facilities where they are manufactured, stored, distributed, and used, are essential to today's economy," Obama wrote in an executive order. "Past and recent tragedies have reminded us, however, that the handling and storage of chemicals are not without risk."
The executive order also calls for better coordination among federal, state and local agencies in the regulation of chemical plants.

A lethal explosion at a huge fertilizer plant in the town of West, TX, on April 17, 2013, has inspired the House Homeland Security Committee?s subcommittee on cybersecurity, infrastructure protection, and security technologies to schedule a hearing on August 1 to look into what it calls ?the problem of unidentified chemical facilities.?
?The fertilizer plant in West, Texas stored threshold quantities of ammonium nitrate, however DHS was unaware of this prior to the explosion that killed 14 people and injured hundreds more,? noted Rep. Patrick Meehan (R-PA), the subcommittee?s chairman. ?While regulation under the Chemical Facilities Anti-Terrorism Standards (CFATS) would not prevent an industrial accident, it is particularly concerning that there are thousands of facilities like this one that are unknown to the Department. This hearing will examine the problem of such ?outliers? and determine how to address it.?

Probes of incidents such as fires and explosions at plants and refineries by federal officials take too long, putting the U.S. Chemical Safety Board?s mission to prevent accidents at risk, a U.S. government watchdog said.
The agency, an independent panel that examines such accidents and issues recommendations for companies and regulators, has a case backlog ?without documented plans for resolution,? according to a report released yesterday by the agency?s inspector general.

BEIJING (AP) ? An explosion at a plant that produces the toxic chemical paraxylene has added to the growing opposition to such plants in China, on the same day a state-run newspaper prominently urged the public to accept the industry as safe.
Tuesday?s blast at the plant at Zhangzhou city in southeastern Fujian province caused no chemical leaks, officials said, but environmental activists seized on the accident as a warning of potential problems at factories that produce paraxylene, or PX, which is used in printing and to make polyesters. The blast shattered windows in a nearby village, injuring some residents, including Lin Jianzhou, whose leg was injured when his roof collapsed, the Xinhua News Agency said, citing reporters on the scene.
PX plants around the country have become a hot-button issue, especially among China?s growing middle class.

Lab environments are complex and include staff comprising a diverse spectrum of age, gender, and ethnic backgrounds. Most labs operate as multidisciplinary operations with an open floor plan and shared spaces. Adding to their complexity, labs operate in the midst of an onslaught of new electronic technologies and personal electronic devices that have been accepted enthusiastically by some and rejected vehemently by others.
A lab etiquette survey conducted by Lab Manager and followed by discussions with all involved parties unearthed a broad spectrum of issues, opinions, and positions on lab etiquette rules.
Most labs, including those situated in universities and in clinical and industrial settings, have developed etiquette rules guided by the need to provide a safe work environment. Clear rules have been defined relating to the labeling and handling of chemicals and reagents, the maintenance of work areas, and the disposal of biological materials such as used surgical gloves, needles, and tissues. Clear rules have also been defined relating to proper attire, phone etiquette, eating in the lab, excessive noise, blaring music, and behavior with visitors. Differing generational and cultural views on etiquette leave these rules open for debate

RAWLINS, Wyoming ? Two people were taken to the hospital after a fire at the Sinclair Oil refinery east of Rawlins.
Sinclair Oil vice president Clint Ensign said Tuesday's fire in the crude unit was "minor" and involved an independent contractor working there.
The Rawlins Daily Times reported that condition of the two people taken to the hospital wasn't known.
The refinery has had several accidents and releases over the past several years and hired five more safety experts this year.

Beijing: A powerful explosion damaged a controversial paraxylene plant in China's eastern Fujian Province, officials said Tuesday.
No casualties have been reported, according to the county government. A fire that erupted after the explosion has been brought under control, officials said.
The controversial chemical plant was built in 2009 on Gulei Peninsula after the project was called off in the coastal city of Xiamen amid protests over potential pollution and health problems, state-run Xinhua news agency reported.
A Zhangpu county government spokesman said an initial investigation found that a cracked hydrogen pipeline triggered the fire during a pressure test.
He said the blast did not heavily damage the plant, nor has it resulted in any chemical leaks. However, windows on a number of residences near the plant were shattered in the explosion. This is the second explosion of a chemical plant in the last few days.
A massive explosion destroyed a chemical factory in the city of Liaocheng in China's eastern Shandong Province on July 27. Official media said no casualties were reported in that blast.

YPSILANTI TOWNSHIP: SLOAN PETROLEUM PLANS MOVE OVER HAZMAT FLAP

YPSILANTI ? Following a hazardous gasoline spill that occurred last month, Ypsilanti Township has pursued legal action against the owner of Sloan Petroleum Transport.
On July 3, more than 1,000 gallons of gasoline spilled from a petroleum tanker being stored at 3105 E. Michigan Ave. According to township officials, the tankers were being stored improperly and the property was in violation of zoning regulations.
"The tankers were set in place on the grass without being hooked to the tractors," said Ron Fulton, building department director for Ypsilanti Township. "You're never supposed to unhook the tractor if the load is not fully supported."
Fulton said that the spill was caused by the heavy tankers sinking into the soft grass on the property. Since the tankers were so heavy, the jacks supporting one of the tankers collapsed, knocking that tanker into the one next to it. One of the tankers was punctured, and the gasoline leaked out.

A hazmat team responded to a Columbia gas station after a strange odor caused people to feel sick.
The Valero Convenience store, on the corner of Church and Washington Street, closed early on Monday due to the smell. A sticky substance was also discovered in a cooler.
