(STMW) ? A hydrogen sulfide leak at a southwest suburban oil refinery in March was the subject of a complaint filed in court by state and Will County officials hoping to prevent a recurrence.
The complaint was filed in Will County Court on Thursday against ExxonMobil Oil Corp., where the alleged air pollution violations occurred March 1 at a refinery near Interstate 55 and Arsenal Road in unincorporated Channahon, according to AG?s office spokesman Scott Mulford.
An equipment malfunction at the Channahon Township facility caused an ?uncontrolled release of hydrogen sulfide that lasted more than 9 1/2 hours,? the complaint, filed by Attorney General Lisa Madigan and Will County State?s Attorney James Glasgow, charges.
It seeks to force ExxonMobil to take immediate corrective actions to prevent a similar occurrence, and asks for civil penalties of more than $50,000.

GAS SPILL CLEANUP: HAZMAT TEAM CLEANS UP CONVENIENCE CENTER SITE

NEWPORT-A Hazmat team finished cleaning up a large gas spill at the Marathon convenience center on Cosby Highway on Tuesday afternoon, July 23, after a tanker truck spilled the gas close to midnight on Monday.
A call on a leak of gas coming from a Coffman Oil Company tanker came into 911 around 11:35 p.m. on Monday, July 22, according to the Newport Fire Department.
Mike Ottinger, battalion chief and incident commander, said when driver Derek Young of Morristown started to "off-load" the gasoline from his tanker truck at Marathon, "something" in the valve or mechanism caused gas to leak out around the valve area.
Ottinger estimated 100-150 gallons of the gasoline ended up on the ground, almost all of it contained to the Marathon property, which is located at 779 Cosby Highway.

EPA is announcing the release of the draft IRIS Evaluation of the Inhalation Carcinogenicity of Ethylene Oxide (Revised External Review Draft) for a 45-day public review and comment period. The deadline for comments is September 5, 2013. Following the public comment period it will undergo a public peer review meeting with the EPA Science Advisory Board (SAB). A Richland woman didn't see the two containers in the middle of Columbia Center Boulevard in Kennewick as she drove to work in the dark at 3:45 a.m Thursday until it was too late.
Shana Grosclaude said she heard a "horrible sound" as she crossed through the intersection of Columbia Center and West Quinault Avenue and drove about a block to her destination at Jo-Ann Fabric and Craft Store where she works as a freight coordinator.
That's when she noticed an orange five-gallon bucket stuck under the front of her 2012 Nissan Juke.
"I pulled it out and felt that it was wet and then started to feel a burning sensation on my fingers," Grosclaude said.
"Then I saw the red plastic gas can stuck under the car and tried pulling on it but couldn't get it out."
She called 911 to report what happened and to be checked by emergency medical technicians.
"They gave me some wipes to clean my hands. The EMTs later told me it was a caustic material," she said. "They stayed with me for about two hours to make sure I was OK."
About seven hours later the paint on her car appeared to be speckled with the dried chemicals. "It's already eating away the paint," she said.

RECYCLER EVACUATED AFTER WORKER OPENS TEAR GAS CANISTER

KNOXVILLE (WATE) - About 25 employees of an East Knoxville recycling plant were evacuated Thursday afternoon after exposure to tear gas.
As many as eight workers were exposed to the non-lethal chemical at Scott Recycling, 5049 S. National Drive, in the Forks of the River Industrial Park.
Two emergency responders were also treated for exposure to the chemicals.
The leak happened when a worker opened an unmarked jar containing a yellow powder.
Scott Recycling owner Dan Scott told 6 News a customer mistakenly sent the tear gas canister with some electronic equipment intended for recycling.
"Apparently this was just a small jar and that's the reason we don't think this is probably anything serious," Scott said. "We are going to take all the precautions to make sure us and our community remain safe."

In a public meeting held here today, members of the U.S. Chemical Safety Board declared the response by the Occupational Safety and Health Administration (OSHA) to seven longstanding recommendations ? on combustible dust, fuel gas and the Process Safety Management standard ? to be ?unacceptable.? The Board also voted to make the adoption of a combustible dust standard for general industry to be the first priority in the CSB?s recently established ?Most Wanted Safety Improvements? program, which will result in stepped-up advocacy for the measure.
CSB Chairperson Rafael Moure-Eraso said, ?Over the years, the CSB has made a number of recommendations to OSHA in the aftermath of tragic accidents that have killed dozens of workers, injured hundreds more, and caused millions of dollars in property damage. We are particularly concerned with the lack of action on a much-needed combustible dust standard. Yet insufficient progress has been made, and many years have passed in some cases, without a definitive OSHA response. Today?s vote by the board designating OSHA?s responses to be ?open-unacceptable? means that we strongly believe these recommended regulatory changes are still needed to save lives and prevent accidents in the chemical industry. At the same time, we voted to keep the recommendations? status as ?open,? as we take heart in comments made by OSHA today that they may consider action in the future.?

WORCESTER ? A state hazardous materials team was called to a Crown Street home after a resident found a leaking container of a toxic insecticide in her basement Wednesday afternoon, fire officials said.
Crown Street and Congress Street were closed and foot traffic was restricted in the neighborhood as fire officials waited for the state team to arrive.
District Fire Chief Frank DiLiddo said a woman who lives at 12 Crown St. noticed a container of malathion leaking in her basement. She put the container on her porch, and the chemical immediately ate through the paint, the chief said.
Hazmat responders wearing protective gear headed toward 12 Crown St. about 8:45 p.m..
Meg Savage, the owner of the house, said she went downstairs Wednesday afternoon and noticed the bottle was leaking. She said it contained over-the-counter weed killer. She said she put it in a stainless steel bowl and then put it on the back porch and left for some errands. When she came back, the street was blocked off. She said she had called the city after initially finding the leaking bottle, but was told that since it was purchased over the counter, it probably was fine.

(CNN) -- A train derailed in Florida at the Port of Tampa early Thursday, causing 15 rail cars to topple over and leading to an ethanol spill.
Firefighters used foam on the spill to reduce flammability, said Tampa fire department Capt. Lonnie Benniefield. The operation to upright the cars and clean up the spill are expected to last well into Thursday afternoon.

LAGRANGE, GA (WTVM) -
A truck carrying tanks of flammable gas caught fire and exploded on the streets of LaGrange on Wednesday.
The driver, Otis Jones, says he was first alerted by people on Lafayette Parkway who honked their horns and told him that the back of his truck was on fire.
He had enough time to pull the truck over and get out before his cargo of oxygen tanks went up in flames.
Firefighters had just arrived on scene when the massive explosion occurred.
Jones says he still doesn't know what caused the back of his truck to catch fire.
"I saw the flames, and I said, let me get it out of the middle of the intersection and get it off to the side," says Jones. "I grabbed my fire extinguisher. It did not work. And I had it loaded down with fire extinguishers in the back. When the fire department pulled up, I backed away to get out of their way and it blew. It blew me down up underneath that sign."

A chemical spill in a building housing medical technology company Medtronic resulted Monday in the evaluation of 21 people, three of whom were sent to hospitals with "mild distress," the fire department reported.
Firefighters and a hazardous-materials team were sent to the building in the 18000 block of Devonshire Street shortly before 1 p.m., said Erik Scott of the Los Angeles Fire Department. The two-liter spill occurred on the first floor of the two-story building, which was evacuated, he said.
The spill involved polyimide rinse, a component used for insulation purposes in digital and computer technology, according to an inspector with the county fire department, which also sent a hazmat team to the scene.

SIX STAND TRIAL FOR CHEMICAL SPILL IN JINSHAN

Six people stood trial Wednesday morning in Jinshan District People's Court for causing a chemical spill that put 46 residents in the hospital and caused an estimated 4.8 million yuan ($782,026) in damages, local media reported.
The spill occurred at a port on Jinzhang Road on January 10, when three defendants, Liu Langjian, Du Guoxing and Liu Kang were trying to transfer a shipment of a petrochemical called C9 to a waiting boat, according to a report in the Xinmin Evening News.
Because the defendants didn't check whether the valve on the boat was properly sealed, 52 tons of the petrochemical leaked into the Jueshigang Creek, the report said.
The spill polluted creeks in Jinshan, Songjiang, Fengxian and Minhang districts. The residents were hospitalized due to exposure to the petrochemical in their tap water.

Four oil field service workers were hospitalized late Monday and treated for burns sustained in a flash fire at an oil well site in Laird Hill, southwest of Kilgore, a Railroad Commission spokeswoman said.
Ramona Nye said the incident occurred at 7:30 p.m.
Nye reported the commission?s office in Kilgore received a report from Zone Energy that the flash fire happened near a vacuum truck at S.S. Laird 327 south of Kilgore.
Champion EMS responded to the incident and transported the injured workers.

A man welding on a trailer at Bridgeport Tank Trucks in Bridgeport was killed in an explosion just before 8 Wednesday morning. Bridgeport Police Chief Randy Singleton said the 50-year-old male, whose identity is being withheld pending the notification of next of kin, was working just outside the shop at the business when the explosion occurred. Singleton said it is very early in the investigation, but it appears that residual fumes in the tank ignited during the welding causing the explosion which knocked the victim back several feet. The blast caused damage to two other nearby vehicles, but no other employees were injured, and it appeared the shop did not sustain damage. The debris field stretched for a 100 foot by 100 foot area, Singleton said. In addition to Bridgeport police, the Bridgeport Fire Department, Wise County EMS and Wise County Fire Marshal Chuck Beard responded to the scene.

One of the five workers burned in a July 7 explosion at a West Virginia drilling operation has died, an official with Antero Resources said Wednesday.
Tommy Paxton worked for one of the three subcontractors at the site near New Milton in Doddridge County, but Antero Vice President Al Schopp wouldn't say which one.
The Allegheny County Medical Examiner's office in Pennsylvania said Paxton, 45, of Walton, died Tuesday morning in the burn unit of West Penn Hospital in Pittsburgh.
Four other workers were flown to the same hospital with varying degrees of burns. Three worked for Texas-based Nabors Completion & Production Services. Two worked for C&R Downhole Drilling of Salem and Willowbend Investments, an energy investment firm in Texas.

GULF DRILLING RIG PARTIALLY COLLAPSES IN FIRE

(Houston, TX) -- Crews are battling a fire that's caused the partial collapse of a shallow-water drilling rig off the coast of Louisiana. Federal safety officials say beams supporting the derrick and rig floor have crumpled over the structure. No one was aboard when the platform caught fire early today. Hercules Offshore, which operates the rig, said all 44 workers were safely evacuated yesterday after the natural gas well ruptured. Firefighting vessels are on the scene. Preparations are also underway to drill a possible relief well.

TRANSOCEAN LOSES APPEAL TO WITHHOLD DOCUMENTS FROM SAFETY BOARD

NEW ORLEANS ? The U.S. Court of Appeals for the Fifth Circuit has denied Transocean?s stay of judgment involving its refusal to turn over subpoenaed documents to the Chemical Safety and Hazard Investigation Board (CSB).
Transocean, the owner of the Deepwater Horizon oil rig, had argued that the CSB lacked authority to investigate events leading up to an accidental release of large amounts of gasses during BP?s Macondo oil well blowout in April 2010. The accident led to the deaths of 11 workers and spawned the largest offshore oil spill in history.

Transocean is currently appealing the CSB?s authority to investigate the matter.
The appeals court denied Transocean?s request for a stay under its claim that the CSB had abused its discretion and it ordered Transocean to turn over the subpoenaed information.
?Transocean has identified no particular interest in the subpoenaed documents,? the appeals court ruling states. ?If this is true, then we find it remarkable that Transocean has resisted the CSB?s subpoenas for approximately thirty-one months, and continues to resist them on appeal.?
