Recent weeks have seen a pair of developments that could focus and intensify the national discussion of academic lab safety. On 9 May, after many delays, University of California, Los Angeles, professor Patrick Harran was arraigned on felony charges arising from the 2009 death of lab assistant Sheri Sangji. A judge entered four not guilty pleas on Harran's behalf, setting the stage for the first-ever trial of a university lab chief on criminal safety charges. The judge is expected to decide in late June when the trial will begin.

MACHESNEY PARK MAN ARRESTED AFTER HOUSE EXPLOSION

MACHESNEY PARK (WIFR) -- A local man has been taken into custody following an explosion, which knocked the refrigerator door onto the front lawn.
Police say the blast occurred in the 700 block of Wood Avenue of Machesney Park around noon on Sunday.
Winnebago County Sheriff's deputies say three men were also taken in for questioning after a chemical used to make a type of marijuana was found in the fridge where the explosion happened.
"It sounded like a bomb," a neighbor said. "There wasn't smoke or nothing, but it sounded like a small bomb went off."

CHEMICAL COMPANIES SEEK TO LIMIT FEDERAL GREEN BUILDING

Chemical companies are lobbying the U.S. Congress to limit government use of proposed, tougher green-building codes in the hope that alternative standards may be adopted.
The U.S. Green Building Council, which received $3 million from Google, Inc. (GOOG) last year to promote non-toxic materials, has proposed updating its voluntary but widely used Leadership in Energy and Environmental Design, or LEED, standards to give credit to builders that avoid chemicals that pose health risks. Members of the Washington-based council are voting this month on the updated protocols known as LEED 4.
Generally supportive of efficiency programs because they promote the use of insulation and other chemical products, the American Chemistry Council in Washington and other groups say the green-building standards are veering into the trickier area of health policy. They say the new rules will stigmatize chemicals without providing much benefit.
"LEED has a powerful impact on what happens in the marketplace," said Craig Silvertooth, president of the Center for Environmental Innovation in Roofing, a Washington group whose members include Johns Manville Corp. (JM) in Littleton, Colorado. The American Chemistry Council's members include Dow Chemical Co. (DOW) in Midland, Michigan, and DuPont Co (DD). in Wilmington, Delaware.

CHEMICAL LEAK PROMPTS SHELTER-IN-PLACE ORDER

LOUISVILLE, KY (WAVE) - A shelter-in-place order has been issued after an acid leak.
According to MetroSafe, at 5:47 on Sunday they received a call about a hydrochloric acid leak at DuPont Chemicals & Fluoroproducts.
A mile radius shelter-in-place order has been issued for the area around 4200 Campground Road.
The chemical leaked from a 500,000 gallon tank inside of the building creating a Level 2 Hazmat situation.
Crews from the Metropolitan Sewer District and Louisville Metro Heath Department are on the scene and are advising residents in the area to stay in their homes and to keep doors and windows closed.

5 FIRE DEPARTMENTS, HAZMAT TEAM RESPOND TO PLANT FIRE

VONORE (WATE) - Five fire departments and a HAZMAT team arrived at Protech in Vonore after reports of a fire on Sunday morning.
The Vonore Fire Department responded after two people driving by reported the fire around 7:30 a.m.
Firefighters arrived to heavy smoke billowing from the building.
First responders believed the building contained acids and dyes so they contacted Monroe County HAZMAT. According to Protech's web site, the company finishes metals. The company "services a large customer base in the aerospace, industrial, medical and government fields," the web site says.

After firefighters struggled for about thirty minutes to enter the building because of the heavy smoke, they found the fire around some vats.

Students were evacuated from the school at about 11:30 a.m. and stood in the pouring rain before heading back to their classrooms about 12:30 p.m.
The building was evacuated after up to ten students and one teacher reported having breathing problems, said Beth Anne Nesselt, a Montgomery County Fire and Rescue spokeswoman. Those students were in a science classroom inside the school; however, there were no experiments being conducted at the time, according to Beth Thomas, director of school support and improvement for Montgomery County schools.
The students reported smelling an odor coming from the air ventilation vents in the room, Thomas said.
Hazmat officials now say that smell was pepper spray and Montgomery County police have launched and investigation into who released it," Nesselt said.

A chemical spill at an industrial business in Los Alamitos on Friday afternoon has resulted in two people being sent to the hospital and several others being check for minor injuries and the evacuation of a number of businesses.
According to John Muir, spokesman for the Los Alamitos Fire Department, the incident took place at approximately 1:37 at Appliance SpaceSystems located at 4398 Corporate Center Drive.
Muir said that a 55 gallon drum containing nitric acid over pressurized and began off gassing into the air.
Muir also confirmed to Los Cerritos Community Newspaper that the situation was "stabilized" at approximately 3:15 p.m. and expected the spill to be cleaned up within the next few hours.

TERRE HAUTE, Ind. (WTHI) - Clean-up crews from Heritage Environmental in Indianapolis were back at it Friday afternoon digging and soil sampling at the site where a semi tractor-trailer carrying potentially hazardous materials crashed and rolled onto its side.
Terre Haute Fire Chief, Jeff Fisher told News 10 the driver of the eastbound big rig was hauling barrels of more than 70 different chemicals.
One of them, a 55-gallon drum of phenyl-chloromethyl-ketone, lost its lid in the rollover and spilled its contents onto the pavement and ground.
"Now, if we had other chemicals that were spilled we would've had probably an explosion, at least a fire," Fisher said.
The chief said some of the chemicals on-board could have even had an adverse reaction with water.
What's that chemical used for, or a by-product of?
"Tear gas," said Fisher. "My understanding is, this is a waste and they were transporting it from Missouri to Ohio to another factory there to dispose of it. He didn't make it."

EXPLOSION IN FIBERGLASS REPAIR SHOP

ATASCADERO, Calif. -- A fiberglass repair building in Atascadero exploded Friday evening as city firefighters rushed to the scene to knock down the fire before it could spread.
Crews were working to save anything left inside the building. The fire started around six p.m. at the building located off Sycamore and Curbaril Road. Firefighters still don't know the cause of the explosion.
"The biggest challenge was unknown chemicals," said Tom Peterson with Atascadero Fire.
Firefighters were worried the chemical-filled smoke would cross the Salinas river into a mobile home park, but the smoke never materialized. A total of 20 engines responded to the fire along with a hazmat team.
Firefighters are concerned about chemicals in the water runoff and will have the hazmat team evaluating that as well.

BOONTON Ñ Old Dominion Trucking Terminal was evacuated Friday morning and 10 people were sent to the hospital following a chemical spill, according to the town fire chief.
A drum containing hydrogen peroxide Old Dominion Freight Line on Wootton Street emitted a emitting a noxious gas that has sent several to the hospital, Boonton police said.
Around 6:42 a.m., a caller told Boonton dispatch center that a drum was "smoking" in the area of the loading dock at the Old Dominion Trucking Terminal on Wootton Street, Boonton Fire Chief Carl Wendt said in a news release.
Upon arriving on the scene, Boonton police officers, Boonton firefighters and Old Dominion personnel secured the area and evacuated the loading dock and the building, while emergency medical personnel evaluated all building personnel, Wendt said.

Wendt said the chemical Ñ which contained 35-percent hydrogen peroxide Ñ was not listed as a hazardous material, but the substance proved to be an irritant to the respiratory system and exposed skin once it spilled. Wendt said the chemical is typically used for sanitation.
Wendt said in an email the container became compromised while it was being transported by Old Dominion Trucking.

MOUNT ARLINGTON Ñ Six people fell ill in the second possible hazardous materials incident in Morris County Friday Ñ as construction work seems to have contaminated a multi-business Mount Arlington Building.
Authorities were originally responding to a call about one person feeling ill, but the number soon rose to six, Licata said.
"There was a company doing repair work to a fountain. There's a feeling that whatever they were doing got into the air. They're ventilating the building now," he said around 1:40 p.m.
As of that time, the substance making people feel ill had not yet been identified. A HazMat unit from Picatinny Arsenal was sent to the scene to help identify whatever had gotten into the air.

A truck carrying fireworks hit a moose near Wawa, Ontario, early Friday morning, shutting down the Trans Canada Highway for five-and-a-half hours and creating an impressive fireworks display as the truck burned.
At about 1 a.m. on Friday morning, a truck reportedly carrying goods for Purolator, including fireworks, struck a moose about 40 kilometres outside the town of Wawa. The fuel tanks on the truck ruptured causing a large blaze.
The driver and a passenger in the truck were unharmed, the Wawa-news reported, though they escaped with just the clothes on their backs.

But almost everyone agrees that it's deeply flawed and in need of reform. (See calls to update TSCA from the American Chemistry Council [pdf], EPA, the American Academy of Pediatrics, the National Institute of Environmental Health Sciences, and the U.S. Office of Technology Assessment [pdf], to list but a few.)
Sen. Lautenberg died with his efforts at TSCA reform unfulfilled, but he did leave us with a kind of TSCA legacy in the form of two active bills intended to provide that much needed update:
