I recommend looking into Society for Chemical Hazard Communication www.schc.org
It is dealing with these issues and members have high degree of expertise and the organization provides a variety of training opportunities and networking with regulators/standards organization representatives. In fact, the spring conference just ended today. Next one is in September.

Subject: [DCHAS-L] GHS
How do you plan on dealing with the GHS? I know that training is required by Dec. 1st this year and full implementation is by 2015.
How is anyone tackling the issue of NFPA and other ranking numbers for flammability, toxicity, etc. vs GHS?
