YEOSU, South Korea, March 14 (Yonhap) -- Seven workers were killed and 13 others injured Thursday when a chemical storage tank exploded in an industrial plant in the southern coastal city of Yeosu, fire fighters said.

The tank storing polyethylene exploded in the plant owned by Daelim Industrial Co. around 9:00 p.m., according to the fire fighting authorities.

The explosion killed seven South Korean workers and seriously injured 13 others, they said, adding that those injured were sent to a nearby hospital.

Welding work was being done when the tank exploded, the fire-fighters said.

SACRAMENTO, CA - David Snyder kept quiet and calm in court as he faced 10 counts of possessing firearms and explosives at his arraignment Thursday.

The UC Davis researcher was arrested after an explosion at his campus apartment. When police searched the home, they found firearms and explosives, according to court documents. Synder has been out on bail since February.

The UC Davis chemist accused of possessing and intending to make explosive devices on the University of California, Davis, campus appeared in court again today for a pre-hearing conference. The case was continued to another pre-hearing conference set for April 30, says Michael J. Cabral, assistant chief deputy district attorney at the Yolo County District Attorney's Office.

Snyder, 32, injured his hand in an explosion in his on-campus apartment in January. He faces 17 charges of possession and intent to make destructive devices, reckless disposal of hazardous waste, and possession of firearms on campus.

NAS STUDY ON SAFETY CULTURE IN ACADEMIC LABORATORIES

The National Research Council, through its Board on Chemical Science and Technology and Board on Human Systems Integration, will examine laboratory safety in chemical research in non-industrial settings. It will compare practices and attitudes in these settings with knowledge about promoting safe practices from the behavioral science literature. It will make recommendations for systems and practices that would improve the safety of chemistry research laboratories specifically and other non-industrial research laboratories more generally. It will:

- Describe the current hierarchy of actors responsible for laboratory safety in US education and in national laboratories. Identify the strengths and shortcomings of these hierarchies and how it impacts the development of a culture of safety in academic research laboratories.
- Examine knowledge from the behavioral sciences, and experience with safety systems from other sectors (such as industrial research facilities, nuclear energy, aviation and medical) for key attributes of successful safety systems and cultures. Use this to draw lessons that could be applied non-industrial laboratory research.
- Provide guidance on systems (such as training and reporting) that might be established, maintained, and utilized to raise the overall safety performance of US chemistry research laboratories.
- Determine key actors required to achieve broad implementation of improved safety performance in research laboratories, especially in the US higher educational system, and provide guidance on their roles and how they might be effectively engaged in improving safe laboratory practice.

AMARILLO, TEXAS -- The Amarillo Fire Department is investigating at two-alarm fire in the 15-hundred block of Northeast third.

It started just before nine monday evening at Medley Material Handling Incorporated.

When crews arrived flames were coming out of the warehouse.

There may have also been explosions from gas tanks around the warehouse.

There are no injuries reported.

LARGO Ñ Air-conditioning repairmen accidentally broke a coolant line and forced the temporary evacuation of an office building Wednesday morning.

Largo Fire Rescue Division Chief of Logistics Joseph Pennino said an emergency call was placed around 9 a.m. after two workers in an equipment room on the eighth floor of the building at 801 W Bay Drive split a copper refrigerant line as one of them tightened a valve.

They left the area immediately, and Largo Fire Rescue was called. The coolant poses a suffocation hazard, as it displaces breathable air.

In all, around 200 pounds of the coolant was released. Fire Rescue workers evacuated the building, vented it and monitored oxygen levels on the seventh and eighth floors of the building.

TANNERY DESTROYED IN JAJMAU FIRE

KANPUR: Property and goods worth several lakhs of rupees were destroyed here on Wednesday in a major fire which broke out in a tannery located in Nai Chungi area of Jajmau close to Kanpur-Lucknow National Highway-25 and spread swiftly to a major portion of the unit.

Altogether 23 fire tenders, including from Air Force and Ordnance Factory, were roped in to fight the blaze which had the possibility of spreading to nearby leather units and chemical godowns besides residential areas where water was being sprayed.

Reports said a series of blasts in the godown leading to spilling of chemicals made the task of the fire department personnel difficult.

Fire personnel took full three to four hours to douse the fire, which spread from the chemical store of the Indian tannery, out at around 12.30 pm.

A large quantity of extremely combustible chemicals, were stored here, fire department officials told TOI.

An electrician who was burned in a La Porte chemical plant fire last week has filed a lawsuit that offers more details about the incident that sent him to the hospital and black plumes of smoke billowing from the facility.

On Wednesday, contract employee Toyo Gonzalez sued Akzo Nobel Polymer Chemicals and plant manager Scott Fosom.

According to the filing in Harris County District Court, Gonzalez "suffered severe chemical burns to his face as a result of the defendant's negligence."

The March 4 incident happened as Gonzalez, an electrician for Jacobs Engineering, was working on an Akzo Nobel actuator that "was corroded and in disrepair," according to the lawsuit. At some point, "the actuator broke and ejected a chemical" into his face, the filing states.

Gonzalez was assisted to a safety shower by a co-worker, then rushed to an on-site clinic where medical personnel tried to wash the chemical off his face. He eventually was transported to a local hospital and treated for facial burns.

The lawsuit accuses the defendants of failing to provide a "reasonably safe workplace" and not properly maintaining equipment. Gonzalez is seeking damages for physical pain and suffering, physical disfigurement, physical impairment, mental anguish, medical expenses and lost earnings.

The Chemical Safety and Hazard Investigation Board (CSB) announced in today's Federal Register (78 FR 15931-15932) that it would be holding a public meeting to review the status of some of the chemical safety recommendations that it has made as the result of some of its past investigations. Since the CSB has no regulatory authority, these safety recommendations are the strongest action the Board can take. The meeting will be on April 24th, 2013 in Washington, D.C.

FIREBALL ENGULFS TUG AFTER STRIKING CHEVRON PIPELINE

A tug boat pushing a barge collided with a Chevron Corp. pipeline 30 miles south of New Orleans on Tuesday evening, causing a fire and an oil spill, the U.S. Coast Guard said.

The fire was still burning on Wednesday, and an oil slick was visible.

Crew members were able to leave the tug although the captain reportedly suffered burns, the Coast Guard said. The pipeline was shut Wednesday and the fire will diminish as the fuel diminishes, it said.

The barge had 2,215 barrels of crude, and the tug had approximately 1,000 gallons of diesel.

The Coast Guard reported a sheen one mile by 75 feet wide in the vicinity of the tug and barge. Setoon Towing LLC owns the tug, the Coast Guard said. The cause of the accident is under investigation.

NEW BEDFORD Ñ A liquid nitrogen spill was reported at a local fishery early Sunday. The incident was reported at 5:51 a.m. after a loud explosion at Eastern Fisheries' corporate headquarters at 22 Antonio Costa Ave., police said.

Police Sgt. Wayne Rijo said a storage tank was found leaking. Police and fire units responded and the area was cleared. Units watched from a safe distance until the substance was determined to be liquid nitrogen and was allowed to dissipate. No one was hurt. No details are available on how big the leak was or its cause.

TULSA BUSINESS EVACUATED IN WELDING TANK FIRE

Tulsa firefighters responded to a minor industrial fire Monday morning, evacuating the business.
It happened at about 9:30 a.m. at Ozark Steel in the 900 block of West 41st Street

Firefighters say an acetylene welding tank caught fire due to a loose fitting. Hazardous materials crews evacuated all employees, removing the cylinder and putting out the fire.

"If we allow the gas to build up after the fire, we have the danger of an explosion, so we evacuate," said Captain Stan May with the Tulsa Police Department.

Damage was confined to the welding tank, and no one was injured.

Federal authorities are investigating the death of a 23-year-old man who was killed today in an industrial accident in Shawnee.

Police and firefighters found Nicholas Jerde of Kansas City dead after an explosion at Rieke Grading, 8200 Hedge Lane Terrace about 9:30 a.m.

Jerde was pronounced dead at the scene, said Fire Marshal Corey Sands.

According to initial reports, Jerde was using an acetylene torch to free a valve on a vacuum truck when the explosion occurred. It appeared that Jerde ignited the vapors inside the truck. No other injuries were reported.
