FARINA Ñ A section of Interstate 57 remains closed as chemical cleanup efforts continue following a Thursday tanker accident.

Illinois State Police said a southbound tanker hauling hazardous materials hit a guardrail, overturned and started leaking its contents Ñ believed to be the chemical chloroacetyl chloride Ñ about 2 p.m. Thursday.

Saturday evening, KSDK reported that precipitation is delaying the removal of the chemical from the scene.

"They only have 30 percent of the chemical removed and Interstate 57 southbound, mile marker 135, is shut down indefinitely until 100 percent of the chemicals are cleaned up," ISP Sgt. Chad Smith told KSDK on Saturday night.

CHEMICAL DUMP AFFECTS WATER SUPPLY IN SHANGHAI

Authorities in Shanghai have been offering emergency water supplies to residents of a southwestern suburb after a discharge of chemical waste into a river required the water to be cut off to about 30,000 people.

Firefighting departments were organized to deliver clean water in fire engines for residents living along the lower reaches of the contaminated river, and three large supermarkets and bottled water suppliers have been asked to shift more products to the affected districts Ñ Jinshan and Songjiang.

Police said they had detained 10 suspects from a local logistics company linked to the illegal discharge of pollutants containing styrene Ñ a chemical hazardous to the intestines, kidneys, and respiratory system if ingested Ñ from a tanker into the river in Jinshan.

Urban areas of Shanghai have remained unaffected so far, said the authorities, but it is estimated it will take two days to resume normal water supplies in the affected areas.

The incident, coming shortly after the major chemical contamination of a river in North China's Shanxi province, has highlighted the country's toughening battle to ensure residents have access to safe drinking water.

In October, the Environmental Protection Agency approved a declaration that allows gasoline retailers to sell gasoline containing up to 15 percent ethanol. This higher percentage of ethanol alcohol provides a unique challenge when it comes to dealing with vehicle fires.

Joel Landis, Response Team 600 training officer, said these types of training sessions are a vital part of firefighting.

"It's important to stay abreast of new techniques and the mitigation of ethanol techniques," Landis said.

He said the amount of ethanol in gasoline is increasing from 10 percent to at least 15 percent. This means the firefighters have to ready to respond to ethanol ingredients in highway vehicle fires.
"This changes the preventative measures of firefighting," Napolillo said.

Chemists in the United States recently developed a material equally good at repelling concentrated acid and alkali solutions, non-Newtonian polymer solutions, and potentially chemical weapons.

The chemical-resistant properties and simple, scalable production process used to produce it makes the material promising for the development of protective and self-cleaning service applications. Anish Tuteja, a researcher from the University of Michigan and an inventor of the material, tested its ability to withstand a chemical weapon challenge, according to RSC.org.

Tuteja and his team covered one side of aluminum plates with the material and then submerged them into baths of concentrated hydrochloric acid and sodium hydroxide. The uncoated aluminum quickly degraded, but the covered aluminum suffered no damage.

The Daily Hurriyet reported that a methane blast at a coal mine in Zonguldak on January 10 killed a mine worker and injured five others, just days after a similarly deadly blast at a mine that had been repeatedly cited for negligence.

The accident at the mine run by a private company, in the Black Sea province's Da?baca area, occurred when gas was leaked into one of the shafts as workers were beginning to extract coal.

Three mine workers who went to their colleagues' rescue after the explosion suffered methane poisoning.

The incident was the second fatal accident in just three days in Turkey's coal capital. On January 8, a similar gas leak at a coal mine run by the state-owned Turkish Hard Coal Enterprise killed eight mine workers.

Members of the San Joaquin County Joint Hazardous Materials Team defused a vapor leak early Monday, Jan. 7, inside the Olin Chlor Alkali plant southeast of Tracy, according to fire officials.

Tracy Fire Department Division Chief Dave Bramell said a chemical warning sensor inside the plant at 26700 S. Banta Road Ñ a major producer of bleach, according to the company's website Ñ alerted officials that chemical readings within a confined production room were above normal.

BOISE -- Emergency workers managed to stop a gasoline spill that happened just after 7 a.m. Wednesday at a Boise industrial facility.
Police say the incident took place at "fuel farm" on the 700 block of N. Curtis Road.
A valve in a system reportedly suffered a mechanical failure, causing more than 1,000 gallons of gasoline to spill.
Ada County dispatchers initially reported the amount of fuel spilled was 5,000 gallons, but that number hasn't been confirmed.
Authorities say the leak was contained in a pit, or dike, built around the fuel farm.

The Shanghai government on Friday launched an investigation into a case of illegal dumping of chemical waste that caused severe air and river pollution in suburban Jinshan and Songjiang districts.

Residents in Zhujing town, Jinshan district, and the adjacent Maogang town of Songjiang district reported a pungent odor to local authorities at 7:40 pm Thursday.

"I realized there was a smell at around 7:30 pm that covered the whole town. You could smell it even with your windows shut," a resident in Zhujing surnamed Jiang told the Global Times Friday.

Local authorities later found chemicals including styrene in the waters of Jueshi Port. Authorities began to monitor air and water quality in the two districts every two hours, and tested water quality on an hourly basis, according to the Jinshan district government.

ENDWELL Ñ The state Department of Environmental Conservation's final plan to clear contaminants from a former IBM chemical burn pit on Robinson Hill Road has been approved Ñ but it could take time to see results.

The state's plan, released in December, involves sending a substance to eat away industrial contaminants into the groundwater at the 57-acre site. The property was home to a small electronics testing laboratory and used by IBM Corp. to dispose of waste chemicals.

A nearly 600-foot plume extending near a residential zone holds various contaminants Ñ chlorinated solvents and trichloroethylene (TCE) Ñ resting about 50 feet underneath the top of Robinson Hill Road, according to the DEC.

On Thursday, Jan. 10, 2013 fire and rescue units from the City of Manassas, Manassas Park, and Prince William County responded to a fire in a storage building at Micron Technology, Inc.

Two Micron employees were preparing discarded materials for removal in the storage building, located on Nokesville Road near Technology Drive, when they noticed smoke and flames coming from a large pile of fiberglass and plastic inside the facility.

First arriving units reported smoke coming from the building and encountered flames upon entering the structure. They extinguished the fire and damage was contained to a rear area of the building.

The Hazardous Materials Response Team from Prince William County also responded to the fire due to a possibility of chemicals being involved in the incident.

The Fire Marshal and Micron representatives determined that the fire was caused by a chemical reaction from a build-up of silane gas particles and ammonium nitrate inside of a discarded piece of pipe that was used in the manufacturing process at Micron and placed at the bottom of the debris pile.

STATEN ISLAND, N.Y. - Emergency officials were summoned to Susan Wagner High School on Friday, after a small chemical explosion was reported inside the school lab, according to emergency radio transmissions.

No serious injuries have been reported in the incident, which occurred at approximately 12:30 p.m..

The incident was reported in a fourth-floor lab.

Students who were evacuated from the school were lined up on the Brielle Avenue side of the building, and were told to return to class at approximately 12:40 p.m.

"Susan Wagner High School was evacuated due to a smoke condition. There was smoke from a fourth floor science lab during an experiment," said DOE spokeswoman Margie Feinberg.
No smoke was visible outside the building.

CHINA SPILL PROMPTS AN APOLOGY

A mayor in northern China has apologized for waiting five days before reporting a 9-metric-ton leak of aniline into a major river. In pure form, the benzene derivative can be fatal if ingested or even simply touched. No death or injuries have been reported, but the accident harmed water quality in cities downstream.
The incident was the latest example of Chinese government authorities seeming to disregard the public's growing concern over environmental conditions in the country (?C&EN, Jan. 16, 2012, page 10).
Workers at Tianji Coal Chemical Industry, a producer of phosphate fertilizers, found a spill on the morning of Dec. 31. The firm, based in Changzhi in Shanxi province, claims it reported the accident to the local environmental bureau later that day upon realizing that aniline had been pouring into the nearby Zhuozhang River.
In a statement, the government of Changzhi says it immediately switched to an alternative source of drinking water. But other cities were not informed. The provincial government of Shanxi stated that it did not learn of the problem until Jan. 5.

PEORIA, Ill. (AP) Ñ Archer Daniels Midland shut down operations Wednesday at its corn processing plant in central Illinois after an early morning explosion damaged the facility.

A fire broke out after the explosion in the maintenance area of the Peoria plant at about 3 a.m. Wednesday, ADM spokeswoman Jackie Anderson said. Nobody was hurt, but fire officials say one person was taken to the hospital as a precaution.

"We have temporarily halted operations at the Peoria plant while we investigate the cause of the incident and the extent of the damage," Anderson said in a statement. "Following an initial investigation, we will determine how soon we can resume normal production at the plant. In the meantime, we will meet all customer deliveries from ADM's other corn processing facilities."

Firefighters called to ADM's ethanol distillery found an open gas line feeding the fire, Peoria Fire Department Battalion Chief Mike Morgan said. He estimated the damage at more than $1 million.

Morgan said the facility appeared to be lightly staffed because of the time of day, one possible reason that no one was injured.

BATON ROUGE, LA (WAFB) -
A two-block radius around the Reddy Ice Facility at 1140 Myrtle Street in Baton Rouge was evacuated due to an Ammonia leak.

The children at St. Francis Xavier Catholic School after care program were also evacuated.

The evacuation order was lifted just after 9 p.m. Thursday.

The leak was discovered by someone passing by the Reddy Ice facility and smelled it.

The official name of the substance leaking is anhydrous ammonia.
