You might want to try label protectors designed for use in libraries. When I came to York College, these "Poly Band-aid style" labels were already in use. they work equally well over colored label tape and Dymo labels, and aren't too difficult to remove unless they are really old. I also buy clear tape designed for book repairs to use over larger labels. For in-house used chemical labels I have a contractor make labels on stock designed for outdoor labels. These are chemical resistant, but drips and dribbles still obscure the written info. I hope this gives you some ideas.
