As far as I can tell, the U.S. Army Medical Research and Materiel Command https://mrmc.amedd.army..mil/ is the only government agency (that I deal with) that requires the submission and approval of a complete safety plan before you can apply for grants. They also require a Certificate of Environmental Compliance (CEC) with each submission, and an annual Facility Safety Plan Status Report.
The Facility Safety Plan includes information on Research Operations/SOPs, Facility Description, Radioactive Materials used and licenses, Chemical safety and Biosafety, and the Facility Safety Director's and PI's Assurance, etc.

Oh, and it is "Materiel" (as in military equipment and supplies), not "material" (everything else).
