As far as I can tell, the U.S. Army Medical Research and Materiel Command https://mrmc.amedd.army..mil/  is the only government agency (that I deal with) that requires the submission and approval of a complete safety plan before you can apply for grants.  They also require a Certificate of Environmental Compliance (CEC) with each submission, and an annual Facility Safety Plan Status Report.

The Facility Safety Plan includes information on Research Operations/SOPs, Facility Description, Radioactive Materials used and licenses, Chemical safety and Biosafety, and the Facility Safety Director's and PI's Assurance, etc.

To see the safety plan requirements, check out: https://mrmc.amedd.army.mil/assets/docs/sse/safetyappendix20091117.pdf

To see if your organization has applied and is approved to receive their funding, check out: https://mrmc.amedd.army.mil/assets/docs/SSE/Facility_Safety_Plan_Approved_Institutions.pdf

A copy of our (approved) Facility Safety Plan is located at : http://www.olemiss.edu/safety/pdf/army2009.pdf but a copy of our radioactive materials license is not attached.

Oh, and it is "Materiel" (as in military equipment and supplies), not "material" (everything else).

Hope this adds to the discussion.

Ed

Kim's point about granting agencies is correct.  The job we need to do is to provide the metric.  In the ideal world, a group would develop a procedure in conjunction with ACS Committee on Chemical Safety and this would be provided to NIH/NSF/DoD/DHS/ etc as a guidance.

If we safety professionals cannot agree on a metric, then the agencies will not be able to and will not be inclined to take action.

So, this group should have a discussion on metrics =96
