Did the UCLA response (actually the Regents of the UC response) to the lab fires and subsequent fatality address this?

I haven't heard any mention of emergency planning or response training for lab workers in this discussion, beyond making more PPE available to lab workers. In my opinion, this is unfortunate, because that is an important aspect of the UCLA story...
