Peter,
I share your opinion that the model doesn’t fit perfectly in any research environment, but I’ve also been able to find things in their documents that I’ve been able to customize. For instance, one of my go to lines of inquiry for how effective our integrated safety management approach actually came from one of their documents. They are good reads and I would encourage anyone to look through them for ideas.

Subject: [DCHAS-L] FYI: Good safety culture resource
The Nuclear Regulatory Agency (NRC) continues to expand its web resources on safety culture. This is very helpful material. See http://www.nrc.gov/about-nrc/regulatory/enforcement/safety-culture.html
Although I personally don’t think the NRC safety culture model fits perfectly in academia, I especially like the new case studies and their accompanying User Guide: http://pbadupws.nrc.gov/docs/ML1119/ML11195A352.pdf
http://pbadupws.nrc.gov/docs/ML1122/ML11228A218.pdf is a case study based on USA 1549
