In any case, in response to the lab coats question, could you not incorporate the rental fee of lab coats into the rest of the "extras" bought for a lab course? (Like when you go to the bookstore to buy your goggles, lab notebook, etc...) In my opinion it is probably a small price to pay, and it is probably much better than requiring students to buy lab coats, unless you can provide a laundering service; you don't want the students bringing the lab coats out of lab and washing at home.
At the small research lab (we did mostly synthetic chemistry, coating formulation and other wet-chemistry, and BSL-1 research) I worked at previously, we rented our lab coats from Cintas which is all over US and Canada. We were able to rent our lab coats and jumpers from them (two or three per employee depending on how often they were in lab), we let them know what chemicals were being worked with, and they laundered as part of their service.
