Leslie,

I am at a very small program (80 PIs, 30 research labs). All chemical purchasing runs through my office. It is delivered to our shipping and receiving office, where my group is notified of its arrival. We then distribute directly from there. Because all of our items are shipped in from overseas via local distributors, it is packaged according to IATA protocols, minimizing the risk that generic warehouse employees are exposed to. We are a single building facility. Two of us handle reviewing purchase requisitions, obtaining quotations, dealing with customs complications, etc. The same two handle distribution once the warehouse notifies us of arrivals. Of the two of us, I am a jack of all trades with every HSSE duty imaginable, the other employee is primarily a warehouse and logistics coordinator. Chemical ordering and distribution is 50% of his job. I review orders flagged with any NFPA ratings of 3 or higher or any special circumstances or complications.

By running everything through the HSSE department, we have avoided receiving some chemicals that the university was not equipped for or that the end user was not trained for. Please feel free to email me directly with any questions that you may have.

Our university is in the process of developing a central chemical receiving area. We would like to have some input into how others manage chemical receiving, particularly if chemicals are delivered to a central location.

How is ordering of chemicals managed? Is it done by individual PIs/department, or is it centralized?
Is central receiving part of a chemistry department, part of an EHS department (or other)?
Where is the central receiving area located? Inside buildings where there are labs, a separate building near laboratory buildings, or at a distant location (across campus)?
Are chemicals used in art/engineering/theater departments included in requirements for chemicals to all be received at the one location?
How many personnel and what is the scope of their duties? (ordering/receiving/delivering only; part of laboratory inspection and safety training programs)

The committee will likely have more questions, but this is a start.
