Job Description - Hazardous Materials Manager (17282)

Description

With General oversight from the EHS Associate Director, the manager is responsible for Hazardous Materials Management program for the Ithaca campus and outlying facilities, except for the Weill Medical College & Qatar. The primary function of the manager is to provide leadership and expertise in the administration and maintenance of programs for laboratory safety, waste management and Department of Transportation compliance. S/he will develop, implement and manage policies, procedures and programs that promote a safe, responsible, healthful and compliant work environmental for all faculty, staff and students. S/he will provide service, technical support and compliance guidance to the University and act as a liaison with the University and external agencies. Will serve as the Cornell University Chemical Hygiene Officer. All programs under this manager's function must be in a sustainable state of "in-control and capable" functionality.

The manager will have responsibilities that oversee and monitor programs, procedures, and policies that assure compliance for:

* Lab Safety Manual
* Chemical Hygiene Plan
* Training Programs for Research
* Lab Inspections (OSHA & EPA)
* Hazard Assessment Signage Program (HASP)
* Inspections of Fume Hood, Emergency Showers and Eyewashes
* Hazardous, radioactive, and RMW waste management including chemical waste bulking operations
* CDS/RDS management
* Chemical inventory program
* DOT compliance for hazardous materials
* Serve as the Cornell Chemical Hygiene Officer
* Chemical Facility Anti-Terrorism Standards (CFATS)
* Support technical resolution for renovation and projects related to lab working areas including design review
* Serve as a technical resource for researchers

Qualifications


Masters Degree in fields of safety, industrial hygiene, environmental or closely related field. Five years working experience in a related field.

Demonstrated use of Microsoft Suite products, at a minimum, Word, Excel and Power Point. Excellent communication skills both written and oral. Proven track record of completing work on time and within budget. Ability to work in a diverse culture. EHS management systems experience. Experience working directly external agencies. Experience managing a comprehensive hazardous waste program. Strong working knowledge of applicable laboratory regulations (EPA, OSHA, NFPA, RCRA, DEC, etc.). Valid driver's license. Required training in Hazwoper, DOT, HazMat, RCRA

Preferred:
Certification specializing safety, industrial hygiene, environmental or closely related field. EHS Audit experience. Previous supervisory experience
Experience implementing a chemical inventory system at a college/university.
Experience with EHS management systems such as ISO 14001 and OSHAS 18000, ANZI Z10 or VPP. Strong knowledge and experience in laboratory safety.
Strong knowledge and experience in hazardous materials response. Strong EHS knowledge in labs/research
