As indicated by other emails, Research Scientists in Research Institutes may have a status of PI but no faculty appointment; some may have adjunct appointments, but that is primarily to allow them be a faculty advisor to students in that Department or grant them some teaching responsibilities.  Their grants are managed by the Institute.  I've also seen administrators as PI's on grants.  While most have a faculty appointment the grants are through their administrative arms not the Department they have an appointment in.
