Come to California – Our State Cal-OSHA offers both a 10-Hr and 30 Hr program. Full certification as a competent person. I have put a number of my people through it and all speak highly of it.
I suspect NY has something similar

Subject: Re: [DCHAS-L] Is this a good training
group
I'd
like a place that does 10 hour and 30 hour OSHA General Industry
and
Construction Industry training and a scaffold training to help meet the
competent person requirement. It's a little out of the ACS's area,
but a
good training company should be able to do this.
