The big problem is that the shipping description does not define the components, only the identity of the major hazard.
 
I know of several instances that potassium hydroxide is used to neutralize organic acids which are then overbased for product stability.  The "proper" shipping description of this mixture is potassium hydroxide solution.  But if it is used as a description such as in the case here...  It may be less than 1% free KOH.
