For starters, you will find a lot of help in a little book available
from the ACS. It is called "Developing a Chemical Hygiene Plan" and I
think it is free if you only want a single copy.

We are looking into what training programs are required for your
Chemical Hygiene Officer, how it is determined that the training is
sufficient to do the job, and how is this person compensated? I looked
at the NRCC testing criteria. Do you require your CHO to be certified
before they are given this responsibility?
