Other than specific seismic codes for shelves that some states have,
there are also the following OSHA regs that might be relevant for
storage of flammable liquids: 
29 CFR 1910.106(d)(4) & 6; (e)(2), (3) & (6) Flammable liquids must be
kept in covered containers or tanks when not actually in use. 
1910.106(d)(4)(i) "Construction." ... Wood at least 1 inch nominal
thickness may be used for shelving, racks, dunnage, scuffboards, floor
overlay, and similar installations.
1910.106(d)(7)(i)(a) At least one portable fire extinguisher having a
rating of not less than 12-B units shall be located outside of, but not
more than 10 feet from, the door opening into any room used for
storage.
1910.106(d)(7)(i)(b) At least one portable fire extinguisher having a
rating of not less than 12-B units must be located not less than 10
feet, nor more than 25 feet, from any Class I or Class II liquid storage
area located outside of a storage room but inside a building.
1910.106(d)(7)(ii) "Sprinklers." When sprinklers are provided, they
shall be installed in accordance with 1910.159.
1910.106(d)(7)(iii) "Open flames and smoking." Open flames and smoking
shall not be permitted in flammable or combustible liquid storage
areas.
1910.106(d)(4)(iii) "Wiring." 
1910.106(d)(4)(iv) "Ventilation." 
1910.106(d)(4)(v) "Storage in inside storage rooms." 
Also, 
1910.101(b) General Requirements for storage of compressed gases.  
1910.109(c)(1) & 5; (g)(5); (i)(1)-(5) Explosives and blasting agents.

chemicals on shelves?
 
When I need an OSHA citation for safe storage of chemicals, I use 29
CFR 
1910.176 (b), which requires that "storage of material shall not create
a 
hazard." 
 
To comply with this rule, you have to know stuff that's not in the 
regulations. Consider industry - standard documents, like the Prudent 
Practices books.
