The Chlorine Institute is an excellent resource and they have an ann ual meeting with lots of training opportunities.  Also, the Associ ation of American Railroads Bureau of Explosives holds an annual HAZMAT mee ting and although much of the emphasis is on rail transportation of high-vo lume TICs such as chlorine and ammonia, they have some excellent safety p rograms as well.  Just Google both organizations for more informatio n.  I'd also contact CHESMA and see what they have (Campus Health an d Environmental Safety Management Association).
