The OSHA requirements regarding extinguishers apply to three types of
w
orkplaces where an employer:

a) has chosen to evacuate all employ
ees at the time of an emergency
b) has chosen to allow some employees t
o fight fires and to evacuate all
other non-essential employees in an e
mergency 
c) has chosen to permit all employees in the workplace to use
 portable
fire  extinguishers to fight fires

If MTSU has est
ablished an emergency or fire prevention plan that meets
the requiremen
ts of 29 CFR 1910.38 and 29 CFR 1910.39 and they've
elected to be the f
irst type workplace, there is no issue and the
administration is correc
t.

It is possible that someone at the University has misinterpreted the
OS
HA
requirements for fire extinguisher use by volunteers versus members 
of a
fire brigade.  In fact, no actual hands-on training is even requir
ed for
voluntary use.  A simple video or brochure, along with any unive
rsity
policy
would address voluntary use of the fire extinguishers
 available to the
lab
personnel.

Our Chemistry De
partment received a "survey" from a person in the  
Chemistry Departmen
t at Middle Tennessee State University.   The Dept  
Head asked me to r
espond to the survey.

At MTSU some of the Chem faculty and gradua
te students are apparently  
very upset that the university administrat
ion has forbidden them to  
use fire extinguishers in their research an
d teaching labs.

The survey sender wrote "The reason given is tha
t the university  
cannot bear the enormous expense required to train a
 group of  
experienced graduate faculty and research scientists in the
  
complicated procedures involved in using a fire extinguisher.
"

That made me sigh a sad sigh, those of you in universities know
 why,  
but anyway, if there's anyone in this list that is at MTSU, I w
ould  
enjoy corresponding with you about how I might be able to

1 -- find the appropriate address to copy my reply to this "survey" to 
 
someone in the MTSU administration, and
2 -- get tips on how to 
persuade *my* university administration to  
consider such a plan
.
