Cynthia, Please understand that each State's controlled substance policies are unique. You should contact both the DEA and your Arizona State agency that has jurisdiction over controlled substances. Procedures for disposal and acquisition and storage may vary from State to State. California and Arizona my have different regulations and using Stanford's procedures may not be correct. I wrote a chapter for the Handbook of Chemical Health and Safety on Federal Regulations that may be helpful.
