Marjorie,

Without knowing more details, the best answer seems to be:

The validity of the statement that it is OK to use the shed for hazardous 
waste storage depends upon the competence of the person who made that 
statement.

Judging from the FACT that you have some doubts, I would guess that it is 
unwise to use the shed for such a purpose.
