If you mean ANSI Z358.1 Emergency Eyewash and Shower Equipment, the 1981 version requirements are similar to the 2004 version, which is that "personal eyewash equipment" or "units" are only supplements to, but not replacements for, plumbed or self-contained equipment. The purpose for them is to provide an immediate flush, after which the victim would then proceed to the plumbed or self-contained unit for the 15-minute flush. (Our normal example of this is a janitorial cart with the regular unit in or near the closet.)
