This is an area of ongoing research, however it is gen erally acknowledged in the industries involved that there is a risk of Legionellosis from the spray of an active coling tower. This is not much of a risk, as the real menace is generally involved in water that "sits" and is then sprayed at some later time. But if I wer e advising in this situation, I would REQUIRE the men to wear respiratory p rotection when downwind of the tower. The best leads on the subject are on the internet and many come from the list in section IX of the AWT Position paper (available at AWT.org) which is one of the better papers on the subject.
