The OSHA standards used are 1910.335(a)(1), 1910.335(a)(2)(ii) and
1910.269(l)(6). Federal OSHA has a letter of interpretation about this
on their website, which can be found at
http://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=INTERPRETATIONS&p_id=25557#text3.
The employees would be better off if one follows the requirements of
Article 130 of NFPA 70E Standard for Electrical Safety in the Workplace.

 
Of course the best protection is to de-energize the equipment whenever
possible.

Does anyone know the OSHA citation for using fire retardant clothing
when
working in a location with a substantial flash burn hazard?  I could
not
locate the language in Subpart I (the PPE section)
