Stefan, At MIT we at the EHS Office collect the data and submit it. I sign the report. It is a self reporting system as part of our EHS-MS. Every PI must register their space in our system and appoint an EHS Rep and a Sara Reporter (usually the same). They do the inventory annually and record into the data base via the web. We occasionally do a spot check to verify. We paired down the EPA list to about 60 chemicals that we know we use or have used in the past. We update that each year and cross reference with our procurement dept. Last year the EPA region folks told us they expect us to include liquid nitrogen if above the quantity and rock salt. We have been reporting fuel and gasoline. The Cambridge LEPC is very active and 2 of us from EHS as well as our Police and Facilities represent MIT. It meets quarterly. Because we are a university town (Harvard is here as well!), there is a subcommittee on universities comprised of MIT and Harvard and we work jointly with the City on emergency issues and mutual aid. I also chair the site assessment subcommittee and we do a site assessment of local businesses using hazardous materials. We visit 4 or so a year and write a report to the LEPC. Hope this helps.
