Typical benzene cleanup levels are 100 - 500 ug/Kg for the groundwater protection pathway, 1,000 - 30,000 ug/Kg inhalation, and >100,000 ug/Kg human direct contact. Many states also have cleanup levels for TEX and TMBs that may come into play for a gasoline spill, depending on age of the spill. A good resource for cleanup standards published by the EPA and state governments is: http://cleanuplevels.com/ James M. Prichtel's Fundamental of Site Remediation, states that gasoline is subject to permit required release of vapors, but doesn't address any specific residue issues.
