If all you were looking for was a video with a quick-and-dirty lesson
plan and handouts, I use NFPA's Working Safely with Compressed Gases. It
is available on the NFPA website at www.nfpa.org as part of their
Safework series. The Compressed Gas Association (www.cganet.com) has a
similar package available.
 
My guess, however, is that you are looking for something more in
depth.

Does anyone have or know where to get a video of "smoke" releases 
while people stand in front of lab hoods, walk by them, put sources 
close to or inside and away from the face, etc. (demonstrations of 
the results of good and bad hood use practices)?

If so, who developed it and where could I buy the video?

3M developed a good one about 15 - 20 years ago, but it was badly 
deteriorated when I saw it then and we no longer have it.
