You might try the state department of education and the insurance companies  
- they would have a great interest in the potential risk to young people -  WV 
has the Board of Risk Management - mostly for fraud when people steal money - 
 but if the schools thought they would have to pay a "Lot" more they might 
have  some greater interest.
 
Our schools have community industrial sponsors - maybe they would help -  
perhaps in other communities.
