Federal OSHA standard 1910.132 requires that a hazard assessment be performed to identify the specific hazards requiring personal protective equipment and to provide each employee with PPE designed to protect against the identified hazards. This requirement includes "appropriate hand protection" against "skin absorption of harmful substances" under 1910.138. California, being an OSHA state plan state, would have adopted the same or a more stringent standard for public employers.
