The general rule of thumb is to maintain 12 volume cycles per hour in order to have perfect ventilation, now this might effect the air conditioning but I am now aware of the exact location of the building that you are talking about. Secondly and most importantly that concentration of RADON needs to be measured. RADON is a radioactive material that is generated from earth depending upon the ground soil quality, if the ventilation is not enough its concentration increases, that is one of the causes of some abnormal chemical behavior that happens around us. It has also huge implications on the health of occupants. To measure RADON you must consult people in Nuclear department.
